Objectives

The primary objective of this tender is to procure the supply and delivery of agricultural remedies to the South African government for a period of thirty-six (36) months, from 01 March 2026 to 28 February 2029. The aim is to ensure the availability of a broad range of approved agricultural chemicals, including herbicides, insecticides, fungicides, nematicides, and adjuvants, to support various government departments and institutions involved in agriculture, environmental management, and public health.

Scope

The scope of this tender encompasses:

• Supply and delivery of a comprehensive list of agricultural remedies categorized into six main categories, with a total of 414 line items, including herbicides, insecticides, fungicides, nematicides, and adjuvants.
• Delivery to multiple government departments and institutions across South Africa, including national, provincial, and local entities involved in agriculture, health, forestry, and environmental management.
• Compliance with all relevant legislation, such as the Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act, Hazardous Substances Act, and environmental regulations.
• Adherence to technical specifications, registration, packaging, labeling, and safety standards for all products supplied.
• Provision of technical support, product training, and post-delivery services as required.
• Participation in a non-compulsory virtual briefing session scheduled for 19 September 2025.

Technical Requirements

The technical requirements for the tender include:

• Delivery of approved agricultural remedies, including herbicides, insecticides, fungicides, nematicides, and adjuvants, with detailed specifications as per Annexure A.
• Product registration certificates valid for the duration of the contract, linked to composition labels and labels/leaflets, in compliance with relevant legislation.
• Products must meet technical specifications, including active ingredients, formulation types, packaging, labeling, and shelf-life requirements (minimum 12 months shelf life upon delivery).
• Third-party authorization letters from original manufacturers or authorized distributors for products not manufactured by the bidder.
• Pricing must be inclusive of VAT, packaging, transportation, and all related costs, with prices submitted in Excel format (Annexure B).
• Cost breakdowns for each item, including percentages of imported raw materials, local raw materials, labor, transport, and other costs, to facilitate price adjustments during the contract period.
• Compliance with evaluation criteria, including mandatory administrative, technical, and legislative requirements, as well as preference points for socio-economic goals.
• Adherence to delivery lead times (not exceeding four weeks), packaging, labeling, and handling standards.
• Product re-formulation and discontinuation declarations, with restrictions on products undergoing reformulation or scheduled for discontinuation within the first 18 months of the contract.
• Use of approved brands and notification of brand changes, with prior approval from the National Treasury.
• Implementation of contract management, monitoring, and reporting procedures, including supplier performance management and compliance audits.
• Application of contract price adjustment formulas based on relevant indices, exchange rates, and cost components, with supporting documentation.
• Compliance with health, safety, environmental, and legal standards, including proper packaging, labeling, and handling of hazardous substances.
