Objectives

The primary objective of this tender is to procure the supply and delivery of bottled drinking water for Central Grid Lines and Servitudes over a period of thirty-six (36) months on an "as and when required" basis. The aim is to ensure a consistent and reliable supply of bottled water that meets specified quality standards for the duration of the contract.

Scope

The scope encompasses:

• Provision of bottled drinking water (still) in specified quantities and packaging (e.g., 5L bottles, 500ml bottles).
• Delivery to designated sites including Eskom NTCSA substations, depots, or offices within the specified geographic coordinates.
• Implementation of quality management systems compliant with ISO 9001, ISO 14001, and ISO 45001 standards.
• Provision of necessary test certificates, manuals, and compliance documentation prior to and during contract execution.
• Adherence to environmental, health, and safety regulations, including asbestos and hazardous waste management where applicable.
• Participation in scheduled meetings, reporting, and monitoring activities as specified.

Technical Requirements

The technical requirements include:

• Supply of bottled water that complies with specified quality standards, including environmental specifications.
• Implementation of a Quality System with periodic audits and compliance checks.
• Provision of test certificates and documentation confirming water quality and safety.
• Delivery of goods in clearly marked batches with accurate labeling, artwork, and expiry dates.
• Compliance with health and safety standards, including Eskom Life Saving Rules and PPE requirements.
• Environmental management in accordance with Eskom’s policies, including waste disposal and asbestos handling.
• Provision of a detailed programme for delivery and logistics, including contingency planning for partial deliveries and rejected items.
• Adherence to contractual service levels, including delivery timelines, defect correction periods, and inspection protocols.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in bottling, supply, and delivery of bottled water, with reference letters and contactable clients.
• Capability to operate a certified bottling plant or provide certified commitment documentation verifying water quality standards (e.g., compliance with SANS 1657:2014).
• Technical expertise in quality management, environmental compliance, and occupational health and safety.
• Ability to develop and implement a comprehensive Quality Management System and conduct periodic audits.
• Logistical and supply chain management skills to ensure timely delivery to multiple sites.
• Capacity to manage environmental and safety risks, including asbestos and hazardous waste handling.
• Competence in project coordination, reporting, and participation in regular contract meetings.
• Knowledge of local B-BBEE policies and commitment to supplier development and transformation initiatives.
