Objectives

The primary objective of this tender is to procure the supply and delivery of fully licensed, hydraulic-powered bucket winch machines intended for the mechanical cleaning of sewer pipelines across the City of Cape Town’s sewer network. The equipment aims to ensure efficient, safe, and robust operation under South African conditions, facilitating the maintenance of over 10,000 km of sewer pipelines.

Scope

The scope encompasses the supply, testing, licensing, transportation, and delivery of:

• Standard upright bucket winch machines, trailer-mounted, with specified dimensions, weight, and engine specifications.
• Truck loader bucket units compatible with the upright buckets, equipped with hydraulic drum and conveyor chute, designed for automatic discharge into containers or skips.
• All associated accessories, such as shackles, cable swivels, roller assemblies, platform & vice units, cable drums, wire ropes, buckets of various sizes, and training manuals.
• Units must be fully assembled, tested, licensed, and suitable for operation on South African roads at freeway speeds.

The scope also includes compliance with technical specifications, licensing, registration, transportation, insurance, and after-sales support as detailed in the specifications and contractual conditions.

Technical Requirements

The technical specifications specify that:

• The bucket winch machines are hydraulic-powered, trailer-mounted, and capable of removing grit, sand, and debris from sewer pipelines.
• The engines must be electric start diesel engines with a minimum power output of 22.4kW, make and model to be specified.
• The units must be robust, roadworthy, and capable of safe operation under South African conditions.
• Two units per operation are required, with the set specified on the purchase order.
• All units must be fully assembled, tested, licensed, and suitable for operation on South African roads at freeway speeds.
• Cost inclusions cover licensing, registration, transportation, off-loading, and insurance.
• Technical data sheets must be completed, including details such as make, model, dimensions, weight, engine specifications, and capacity.

Skills and Skills Requirements

• Proven technical competence in manufacturing, assembling, testing, and licensing hydraulic bucket winch machines and associated equipment.
• Capability to provide comprehensive training manuals and conduct training for operators and maintenance personnel.
• Experience in complying with South African roadworthiness, licensing, and safety standards.
• Ability to supply certified documentation, including OEM authorization letters, dealer agreements, and proof of compliance with safety and quality standards.
• Capacity to provide after-sales support, including installation, commissioning, maintenance, and technical assistance.
• Qualified personnel to undertake inspections, tests, and analyses during manufacturing and prior to delivery.
• Knowledge of local regulations regarding licensing, registration, and transportation of heavy machinery on South African roads.
