Objectives

The primary objective of this tender is to secure the supply and delivery of canteen consumables for a period of five years to uMngeni-uThukela Water. The initiative aims to ensure consistent stock replenishment across main stores, streamline procurement processes, and foster local enterprise participation in line with empowerment policies.

Scope

The scope encompasses the supply and delivery of various canteen consumables, including beverages, dairy, sugar, and related items, to three main stores: Pineside, Mkhondeni, and Richards Bay. The contract covers a five-year period, with specified delivery schedules, quality standards, and compliance requirements. It also includes provisions for handling unforeseen circumstances, penalties for late deliveries, and the management of stock replenishment based on official orders.

Technical Requirements

• Supply and delivery of specified consumables meeting quality standards and original product specifications.
• Adherence to fixed lead times for delivery, with communication of any delays.
• Provision of packaging that prevents damage during transit.
• Compliance with quality, safety, and health standards, including relevant legislation such as the Occupational Health and Safety Act.
• Provision of necessary insurances, including public liability insurance with a minimum cover of R10,000,000.
• Implementation of quality control, inspections, tests, and analyses as required.
• Adherence to specified pricing, including price adjustments based on CPI escalation after the first year.
• Provision of detailed pricing schedules for each store and consumable item.
• Management of contract participation goals, including local enterprise and Black women-owned enterprise participation.

• Experience in supply chain management and procurement of consumables.
• Ability to meet quality standards and technical specifications.
• Capacity to manage logistics, including timely delivery and stock replenishment.
• Knowledge of relevant legislation, health and safety regulations, and compliance standards.
• Financial capability to sustain a five-year supply contract, including price adjustment mechanisms.
• Proficiency in reporting, monitoring, and documentation related to contract performance and enterprise development goals.
• Ability to handle contractual obligations, including insurance, warranties, and dispute resolution.
