Objectives

The primary objective of this tender is to procure the supply and delivery of fencing materials to the Qamata Irrigation Scheme (Sections 3 and 4) within the Intsika Yethu Local Municipality, Chris Hani District, Eastern Cape Province. The project aims to provide fencing infrastructure that meets specified standards, including installation, training, and associated technical requirements, to support agricultural development and land management in the area.

Scope

The scope of work includes:

• Supply and delivery of fencing materials such as timber poles, steel standards, droppers, wire (barbed, binding, anchor, netting), gates, and associated tools.
• Installation and proper staging of fencing materials at designated sites in Sections 3 and 4 of Qamata.
• Provision of fencing construction training to local communities, including practical training over a minimum of 100 meters.
• Provision of fencing tools and equipment as specified.
• Adherence to technical specifications, quality standards, and delivery timelines (maximum of 31 days from order receipt).

Technical Requirements

The technical requirements encompass:

• Use of approved materials with local content support, including treated timber posts, steel standards, and galvanized wires, compliant with SANS standards.
• Fencing components must meet specified dimensions, quality, and treatment standards (e.g., SANS 1288, SANS 675).
• Gates must be manufactured of mild steel tubing, welded, painted with rust preventative and aluminum paint, and include hinges, bolts, and chains.
• Provision of samples for approval prior to procurement.
• Delivery to specified coordinates with proper offloading and staging.
• Training of local personnel on fencing construction, including certification and practical demonstration.
• Compliance with project-specific specifications and departmental construction methods.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in fencing material supply, installation, and construction projects of similar scope and size within the last five years.
• Capability to produce and supply approved fencing materials that meet technical standards and specifications.
• Qualified fencing trainers or accredited personnel to deliver construction training and certification to community members.
• Ability to coordinate logistics, delivery, and offloading efficiently within the stipulated timeframe.
• Knowledge of local content requirements and compliance with departmental procurement policies.
• Experience in working with community-based training programs and providing technical support on fencing construction.
