Objectives

The primary objective of this tender is to engage registered independent and/or franchise petrol station operators within the Dawid Kruiper Municipality jurisdiction to supply and deliver fuel (petrol and diesel) to the municipality's fleet, ensuring a reliable and regulated fuel supply over the contract period.

Scope

The scope includes:

• Provision of fuel (petrol and diesel) to Dawid Kruiper Municipality.
• Delivery of fuel in bulk quantities to specified municipal stores at 3 – 5 Vooruit Street, Upington, Northern Cape.
• Supply of a minimum of 20,000 liters of petrol and 40,000 liters of diesel monthly, with deliveries approximately bi-weekly.
• Adherence to the Petroleum Products Amendment Act 2003 and relevant regulations.
• Provision of fuel for a period of two years from the date of appointment.

Technical Requirements

The successful bidder must:

• Supply fuel that complies with the specifications set by the Department of Energy and the Petroleum Products Amendment Act.
• Provide fuel in bulk quantities as specified, with prices adjusted monthly according to the Department of Energy's media statement.
• Offer credit terms of 30 days.
• Deliver fuel to the Dawid Kruiper Municipality Stores in bulk, ensuring timely and consistent supply.
• Ensure all deliveries meet safety, quality, and regulatory standards.
• Provide proof of compliance with legislative requirements and submit all compulsory documentation, including tax and company registration certificates.

Skills and Competency Requirements

The bidder must demonstrate:

• Experience in supplying and delivering petroleum products in bulk to government or municipal entities.
• Knowledge of relevant legislation, including the Petroleum Products Amendment Act and related regulations.
• Capability to manage logistics and ensure timely delivery of fuel in accordance with contractual obligations.
• Financial stability and capacity to supply the required volumes consistently over the contract period.
• Compliance with all safety, health, and environmental standards applicable to fuel handling and transportation.
• Provision of necessary documentation such as tax compliance certificates, CSD registration, and proof of previous supply chain management practices.
