Objectives

The primary objective of this tender is to supply and deliver general supplies, ensuring procurement aligns with the Johannesburg Water's policies, specific goals such as promoting SMMEs (EMEs or QSEs) that are at least 51% black owned, and compliance with relevant procurement regulations.

Scope

The scope includes the supply and delivery of various general supplies such as brass lock pads (50mm and 40mm), furniture polish, and bleach, as specified in the material list. The procurement process is governed by Johannesburg Water's policies, the Preferential Procurement Policy Framework Act, and related regulations, covering all aspects from quotation submission to evaluation and awarding.

Technical Requirements

• Suppliers must attach manufacturer datasheets for the offered products.
• Quotations must specify brand names where required and be inclusive of all applicable taxes.
• Suppliers must meet functionality requirements where applicable, with performance considered.
• All quotations should be on company letterheads and signed by authorized parties.
• Additional documentation such as valid BBBEE certificates, municipal accounts, and CSD registration must be provided.
• Quotations received after the closing date or without required details will be rejected.

Skills and Competencies Requirements

• Understanding of procurement policies, including the Preferential Procurement Regulations 2022.
• Ability to prepare and submit compliant quotations with all required documentation.
• Knowledge of supply chain management practices and compliance with legal and regulatory frameworks.
• Capacity to provide manufacturer datasheets and relevant product information.
• Familiarity with the POPIA privacy requirements and data handling protocols.
• Experience in dealing with government procurement processes and evaluation criteria, including the 80/20 scoring system for price and specific goals.
