Objectives

The primary objective of this tender is to procure and supply start-up tools, machinery, and equipment to support Small, Medium and Micro Enterprises (SMMEs) within uMlalazi Municipality. The appointed service provider will be responsible for supplying, delivering, and where applicable, installing and commissioning the listed items to foster local economic development and enterprise support.

Scope

The scope of work includes the supply and delivery of a wide range of equipment and tools across various categories, including:

• Textile & sewing equipment
• Baking & catering small bakery starter kits
• Refrigeration, cold storage & kitchen appliances
• Salon & beauty equipment
• Gardening & smallholding/agricultural equipment

• Spaza retail shop start-up stock
• Event, tent & kids equipment

The items must meet detailed technical specifications provided in the tender documentation, and the service provider must supply all items listed in the final BoQ / pricing schedule.

Technical Requirements

The technical requirements specify the standards and specifications for each category of equipment, including:

• Textile & sewing machines with features like zipper insertion, pattern seaming, and standard accessories
• Small bakery equipment such as compact stoves, ovens, mixers, and baking utensils
• Refrigeration units, freezers, beverage coolers, and kitchen appliances with specified capacities and energy ratings
• Salon & beauty equipment including chairs, mirrors, hairdryers, curling irons, and related accessories
• Gardening tools, water tanks, pumps, fencing, seeds, and agricultural supplies
• Poultry & livestock equipment such as incubators, cages, feed, and vaccines
• ICT equipment including laptops and related accessories
• Event & kids equipment like tables, chairs, tents, and toys
• Machinery & power tools including drills, saws, compressors, and welding machines
• Traditional clothing & beading materials with specified bead sizes and types
• Mobile toilets and sound systems with technical specifications for power and capacity

Skills and Skills Requirements

• Relevant Experience: Bidders must demonstrate experience in supply and delivery of similar goods, with proof of previous work, including company profile and order history spanning at least 2-5 years.
• Technical Competence: The service provider must have skilled personnel capable of handling installation, commissioning, and technical support for the supplied equipment.
• Financial Capability: Ability to demonstrate access to sufficient funding or creditworthiness to sustain procurement and delivery processes.
• Logistical and Delivery Skills: Capacity to deliver goods within the stipulated timeframe, ensuring proper packing, handling, and offloading at the municipality’s premises.
• Quality Assurance: Ability to maintain quality standards during procurement, delivery, and installation, including compliance with technical specifications and safety standards.
• Knowledge of Local Context: Familiarity with uMlalazi Municipality’s area and operational environment to ensure effective service delivery.

Proven ability to manage multiple categories of equipment, coordinate installation, and provide after-sales support and technical assistance is essential for bidders.
