Objectives

The primary objective is to procure a reliable supplier capable of delivering high-quality medium and low voltage electrical cables to support the Sol Plaatje Municipality’s ongoing infrastructure development, maintenance, and service delivery initiatives.

Scope

The contract encompasses the supply and delivery of various electrical cable types over an initial term of 24 months from the date of signing, with an option for extension upon mutual written agreement. Deliveries must be made to the Municipal Stores Complex in Kimberley, with all VAT and delivery costs included in quoted prices. The municipality reserves the right to subdivide the contract, issue multiple awards, or accept portions of bids based on evaluation criteria.

Technical Requirements

• Regulatory Compliance: All products must strictly comply with applicable South African National Standards (SANS), including SANS 97-1991, SANS 1507-1990, SANS 1339-1990, SANS 1411 Parts 1 & 2, SANS 1574, and SANS 1741.
• Cable Categories: Covers LV ABC, rubber trailing cables, submersible pump cables, illumination flexible wiring, cabtyre cables, earth conductors, flat twin and earth, and single-core MV cables (6.35/11kV).
• Material & Performance Specs: Conductors must be copper or aluminium. Insulation and sheathing materials (XLPE, PVC, rubber) must meet defined temperature ranges (-10°C to 70°C or 90°C) and voltage ratings (300/500V to 11kV). Electrical resistance, short-circuit current, and peak withstand values must align with SABS 1411-1 specifications.
• Packaging: Standard delivery requires shrink-wrapped coils, typically 100 metres per unit.

Skills and Compliance Requirements

• Manufacturing Capability: Bidders must demonstrate proven ability to manufacture or supply LV, MV, and HV cables with both copper and aluminium conductor constructions.
• Administrative & Financial Compliance: Mandatory submissions include valid Central Supplier Database (CSD) registration, SARS Tax Clearance PIN, B-BBEE verification certificate or sworn affidavit, current municipal account or lease agreement, and annual financial statements (required if projected contract value exceeds R10 million).
• Supply Chain Integrity: Bidders must complete and sign mandatory declarations regarding conflicts of interest, independent bid determination, and past supply chain management practices. State employees and companies with directors/shareholders in public service are disqualified.

Unusual or Complicated Requirements

• Anti-Theft Sequential Marking: Conductors ≥50mm² and their corresponding cables must contain uniquely coded polyester tape embedded during stranding and manufacturing. Codes are sequentially printed at 100mm intervals with alphanumeric/barcode identifiers linked to a manufacturer database. This system enables legal ownership verification and supports criminal prosecution in theft investigations.
• Non-Recyclable Earth Conductors: Earth conductors must consist of electro-tin-plated copper wires uniformly inter-pressed with galvanized steel wire. This hybrid construction deliberately complicates metal recovery, rendering the product economically unviable for scrap recycling and deterring theft.
• Local Content Threshold (90%): Bids must achieve a minimum of 90% local production/content as calculated under SATS 1286:2011. This requires a rigorous breakdown of imported versus local costs, application of official exchange rates, and disclosure of third-party supplier data, all certified by a chief financial officer or authorized executive.
• Price Escalation Formula: For non-firm pricing, adjustments follow a mandated mathematical model where 15% of the original bid price remains permanently fixed. The remaining 85% is adjusted using weighted cost factors (e.g., labour, transport, materials) multiplied by published economic indices. Bidders must submit a detailed cost breakdown aligned precisely with this formula.
