Objectives

The primary objective of this tender is to appoint a qualified service provider to supply and deliver uniform and Personal Protective Equipment (PPE) to Waterberg District Municipality for a period of thirty-six (36) months. The project aims to ensure that all PPE meets relevant standards (EN 340, NFPA) and supports the municipality's commitment to employee health, safety, and wellness, particularly in fire fighting and related activities.

Scope

The scope encompasses the supply and delivery of a comprehensive range of PPE and uniforms, including but not limited to:

• Firefighting bunker jackets and trousers in black and khaki
• Firefighting helmets, gloves, boots, visors, goggles, and safety accessories
• Uniform shirts (short and long sleeve), trousers, skirts, and jerseys
• Specialized clothing such as combat shirts, jump suits, raincoats, thermal socks, and overalls
• Additional items including belts, rank markings, badges, caps, safety shoes, and accessories for various fire and general workers
• Sports kits, reflective vests, and other protective gear as specified

The delivery period is 36 months from contract signing, with the possibility of renewal based on performance.

Technical Requirements

All PPE and uniforms must comply with relevant standards, including EN 340 and NFPA, and be suitable for fire fighting and safety operations. Specific technical requirements include:

• Outer shells made of Nomex/Kevlar blends with water-repellent finishes
• Thermal insulation and moisture barriers that are removable for cleaning and repair
• Fire retardant and impact-resistant helmets with adjustable liners and chin straps
• Gloves, boots, visors, goggles, and other accessories meeting NFPA 1971 standards
• Uniforms embroidered with specific insignia, badges, and reflective tapes as per NFPA 1971 (1997)
• Clothing designed for durability, ease of cleaning, and comfort in operational environments

Skills and Qualification Requirements

The service provider's project team must possess the following:

• Relevant experience in supply and delivery of PPE and uniforms, with a minimum of three (3) similar projects successfully completed
• Qualifications demonstrating expertise in PPE standards, safety equipment, and related technical specifications
• CVs of key team members indicating qualifications, years of experience, and contactable references
• Proven ability to train personnel on PPE usage and maintenance (if applicable)
• Good relationship with referees and capacity to meet the delivery schedule and quality standards

Additionally, the bidder must provide a company profile, evidence of previous relevant projects, and demonstrate capacity to undertake the scope within the specified timeframe.
