The primary objective of this tender is to procure and deliver reliable water flow measurement devices to Maluti-a-Phofung Water (SOC) Ltd. The municipality seeks to improve water distribution accuracy, reduce non-revenue water losses, and maintain operational efficiency across its treatment plants and network infrastructure through the acquisition of certified industrial-grade meters.
The scope covers the complete supply and delivery of six distinct categories of water flow meters to designated municipal sites. This is a once-off procurement contract requiring the successful bidder to furnish all specified equipment, inclusive of applicable taxes, packaging, and transport costs to the prescribed delivery location. The evaluation follows South Africa’s 80/20 preferential procurement system, allocating 80 points to competitive pricing and 20 points to socio-economic transformation goals (HDI, youth, and female ownership, plus local economic contribution).
Bidders must supply equipment matching the exact dimensional, pressure, and connection specifications listed below:
Terminology clarification: “DN” refers to Nominal Diameter (standardized pipe sizing), “PN” indicates Pressure Nominal (maximum operating pressure rating), and “flange-to-flange” denotes meters equipped with standardized bolted flanges on both ends for direct integration into existing pipeline networks without custom adapters. The 80/20 system is a statutory procurement framework where price dominates scoring, while remaining points reward historically disadvantaged groups and local suppliers.
This tender is strictly limited to the supply and delivery of goods; therefore, no installation, calibration, commissioning, or after-sales maintenance skills are required. Vendors must possess adequate logistical and warehousing capabilities to safely handle heavy industrial piping components, coordinate timely deliveries, and comply with municipal receiving protocols.
