Objectives

The primary objective of this tender is to supply and deliver tools, specifically hydrant steel pipes and sewer rock boring tools, to Johannesburg Water. The goal is to procure quality tools that meet specified technical standards, support operational efficiency, and promote supplier diversity, particularly encouraging SMMEs (EMEs or QSEs) that are at least 51% black-owned.

Scope

The scope includes the supply and delivery of the following items:

• Medium duty steel hydrant pipes (80mm x 1200mm and 80mm x 1800mm) with specific coating and lining requirements
• Sewer rock boring worm screws for 8mm heavy-duty male threaded adaptors
• Single square bar worms (63mm x 8mm) with female threaded adaptors

The procurement process is governed by Johannesburg Water's policies, the Preferential Procurement Policy Framework Act, and related regulations, with evaluation based on price and specific goals.

Technical Requirements

• Hydrant pipes must be flanged, welded socket, fusion bonded epoxy coated and lined (cornflower blue), with a pigment yellow UV protective topcoat.
• Tools must be heavy-duty, spring steel, and conform to specified dimensions and threading standards.
• All items must be new, compliant with safety and quality standards, and delivered on time.
• Suppliers must provide proof of CSD registration, BBBEE certification or sworn affidavit, and relevant company documentation.

Skills and Supplier Requirements

• Respondents must be registered on the Central Supplier Database (CSD).
• Quotations must be on company letterhead, include brand names where required, and be inclusive of all taxes.
• Suppliers should demonstrate the ability to meet technical specifications and delivery timelines.
• Preference will be given to SMMEs (EMEs or QSEs) that are at least 51% black-owned, supported by valid BBBEE certificates or sworn affidavits.
• All bidders must submit mandatory documents including tax clearance, municipal rates, declaration forms, and proof of company registration.
• Respondents should have experience in supplying similar tools and demonstrate compliance with supply chain management practices.
• Knowledge of Johannesburg Water’s procurement policies and the ability to adhere to confidentiality and privacy requirements under POPIA are essential.
