Objectives

The primary objective of this tender is to supply and install non-grid Solar Home Systems (SHS) to indigent households within Ray Nkonyeni Municipality over a three-year period. The initiative aims to provide reliable, safe, and sustainable alternative energy solutions to households without access to grid electricity, ensuring compliance with safety standards and standards such as NRS/SANS. The project also emphasizes community engagement, theft prevention, and capacity building through training.

Scope

The scope of work includes:

• Provision of solar PV systems certified for household safety, including panels, batteries, charge controllers, and associated accessories.
• Installation of systems at identified indigent households, with the number of households to be determined by the municipality.
• Integration of energy management and theft prevention measures, including social sanctions and community-centered solutions.
• Training of end-users and community members on system operation and maintenance.
• Warranties and support services for the supplied systems.

The work must meet technical specifications, standards, and quality requirements as specified in the tender documents.

Technical Requirements

• Compliance with applicable standards such as NRS070:2004, SANS 10142-1-2, and other relevant safety and quality standards.
• Solar PV modules with a minimum lumen/watt output and a lifespan of at least 15,000 hours.
• Charge controllers tested according to NRS 052 standards.
• System components (batteries, lamps, switches, etc.) approved and certified for household use.
• Design systems to supply a minimum of 4 hours of radio operation per day, with appropriate lighting and external energy extension capabilities.
• Use of durable, weatherproof, and aesthetically acceptable components, with proper wiring and cable management.
• Installation of systems in accordance with best practices, including proper earthing, cable routing, and protection against theft and environmental damage.

Skills and Skills Requirements

The bidder must demonstrate:

• Relevant experience in supply and installation of photovoltaic systems, supported by appointment letters and completion certificates.
• Qualified technical personnel, including electrical technicians and artisans, with certifications (e.g., NQF Level 6, Pr Eng, Pr Tech Eng) not older than 3 months.
• Experience in community engagement, training, and social acceptance of solar systems.
• Ability to provide warranties, technical support, and after-sales service.
• Knowledge of applicable standards, safety regulations, and best practices in solar PV installation.
• Capacity to manage project logistics, coordinate with local communities, and ensure system quality and safety.
