Objectives

The primary objective of this tender is to supply, deliver, install, and commission a laser printing machine capable of producing securitized decals (stickers) on white vinyl material. The project aims to enhance the SABS's capabilities in producing tamper-evident, laser-markable decals with high security features, supporting standards compliance and traceability.

Scope

The scope includes:

• Provision of a laser printing machine with specified technical features.
• Delivery and installation of the equipment at the SABS Head Office in Pretoria.
• Commissioning and demonstration of all functionalities during setup.
• Provision of on-site training for SABS personnel, including training manuals.
• Provision of ongoing support and maintenance for five years post-installation.
• Warranty coverage for 24 months from the date of commissioning.

Technical Requirements

The technical specifications for the laser printing machine include:

• Laser marking source: approximately 50 W, suitable for brittle-acrylic laser-label film, fully enclosed safety class 1.
• Automated foil/film labelling station with contour cutting capabilities.
• Control PC with 24-inch display, keyboard, mouse, and relevant software.
• External fume/dust extraction system with replaceable filter kit.
• Variable-data import module supporting CSV, XML, Excel formats for sequential numbering and QR/Data Matrix code generation.
• Laser-label film: tamper-evident, self-destructive, self-adhesive, 120mm x 300m rolls, resistant to chemicals, UV, and temperature extremes.
• Delivery, installation, commissioning, and demonstration of all functionalities.
• Provision of on-site operator training and full documentation.
• Support and maintenance for five years, including scheduled inspections and breakdown support.
• Warranty covering all defects for 24 months, including parts and labor, with on-site repair or replacement.

Skills Requirements

The tender requires bidders to demonstrate:

• Experience in supplying and installing laser marking or similar machinery, supported by reference letters.
• Capability to provide detailed lead times from order to delivery, with accountability for adherence.
• Authorization as an approved service provider or reseller of the OEM, or confirmation of OEM status if the bidder is the OEM.
• Ability to deliver comprehensive after-sales support, including scheduled maintenance, repairs, and calibration.
• Provision of on-site training, including train-the-trainer models, with full operational manuals and safety documentation.
• Compliance with all administrative and legal requirements, including registration on the National Treasury CSD, tax clearance, and BBBEE verification.
