Objectives

The primary objective of this tender is to supply, deliver, and implement traffic control devices (traffic signals) across the Saldanha Bay Municipality area. The contract aims to ensure the maintenance, repair, and replacement of traffic signal infrastructure as required, for a period ending on 30 June 2029.

Scope

The scope includes:

• Provision of traffic signal components such as detector loops, poles, controllers, lanterns, backing boards, and spares.
• Installation, maintenance, and repair of traffic signals and associated equipment across various towns within the municipality, including Vredenburg, Saldanha, St Helena Bay, Langebaan, Jacobs Bay, Paternoster, Hopefield, and other smaller towns.
• Excavation, reinstatement of pavement layers, and cabling works related to traffic signal installation and maintenance.
• Compliance with relevant standards, codes of practice, and legislation such as the South African Road Traffic Signs Manual (SARTSM) and SANS standards.
• Environmental management, health and safety, and operational requirements for the duration of the contract.

Technical Requirements

The technical requirements encompass:

• Adherence to South African National Standards (SANS) for traffic signals, controllers, lanterns, and enclosures.
• Use of durable, corrosion-resistant materials suitable for outdoor and coastal environments.
• Installation of traffic signal poles with appropriate strength, stability, and visibility.
• Electrical wiring, earthing, and protection compliant with SANS 10142 and local electricity authority standards.
• Operation and maintenance of traffic signals, including fault response within 24 hours and record keeping of maintenance activities.
• Provision of necessary signage, barricades, and safety measures during installation and maintenance works.
• Environmental and safety management plans, including hazardous material handling, spill control, and waste disposal.

Skills and Competency Requirements

The tenderer must demonstrate:

• CIDB grading of 4 EP or higher, with proof of grading attached.
• Experience in similar traffic signal projects, with at least two reference projects completed within the last five years, supported by reference letters.
• Technical expertise in installation, maintenance, and repair of traffic control devices, including knowledge of relevant standards and safety procedures.
• Qualified personnel with appropriate training and competence in electrical work, traffic signal installation, and environmental health and safety compliance.
• Ability to provide a qualified team capable of executing the scope within the specified timeframe and quality standards.
• Provision of valid tax clearance certificate and proof of B-BBEE status.
