Objectives

The primary objective of this tender is to supply, deliver, and install a 40-hectare centre pivot irrigation system at Shiloh Farm within the Enock Mgijima Local Municipality in the Chris Hani District. The project aims to enhance irrigation infrastructure to support agricultural productivity, utilizing locally sourced labor and materials where possible, and ensuring compliance with relevant standards and environmental considerations.

Scope

The scope encompasses the full installation of a centre pivot irrigation system, including:

• Supply and installation of a 435 m centre pivot machine with galvanized structural components and sprinkler package (Senninger I-Wobbler or similar)
• Electrical connection and testing of the pivot system
• Excavation and installation of approximately 490 m of pipeline (250 mm diameter)
• Provision of training to the farmer on operation and maintenance of the system
• Site preparation, earthworks, and ensuring minimal environmental disturbance
• Compliance with environmental management, health and safety, and local regulations

Technical Requirements

The technical specifications include:

• Use of locally manufactured materials, including uPVC pipes conforming to SANS 966-1 and galvanized steel pipes per SANS 719
• Galvanized and corrosion-protected components for the pivot and pipeline
• Sprinkler system with a flow rate of 200 m³/h, using Senninger I-Wobbler or similar
• Electrical supply via underground cables from a 400 V, 50 Hz power source, with appropriate safety and control mechanisms
• Installation of standpipes, saddles, air valves, butterfly valves, and anchor/thrust blocks as per detailed specifications
• Adherence to safety standards, including signage, PPE, and hazard controls
• Environmental management measures, including soil and water protection, waste management, and site rehabilitation

Skills and Competency Requirements

The contractor and key personnel must demonstrate:

• CIDB contractor grading of at least 3CE/3SH or higher, with active registration throughout the project
• Proven experience in installing large-scale irrigation systems, with references for similar projects completed successfully within the last three years
• Qualified personnel, including:
• Project Manager with relevant experience and certification
• Construction Manager and Supervisors with appropriate qualifications
• Qualified Electrical and Mechanical technicians for electrical and pipeline work
• Health & Safety Officer registered with SACPCMP, with experience in construction safety management
• Competency in environmental management, health and safety regulations, and local labor laws
• Ability to provide all necessary tools, equipment, and materials, and to manage site safety, environmental protection, and quality control effectively
• Capacity to coordinate subcontractors, manage logistics, and ensure timely project delivery within the 18-week timeframe
