Objectives

The primary objective of this tender is to secure the supply, delivery, and offloading of bulk chlorine gas to specified water treatment sites (Durban Heights WW, Midmar WW, and Darvill WW). The project aims to ensure an uninterrupted, safe, and compliant supply of chlorine for water disinfection, adhering to relevant standards and safety regulations, while promoting transformation and empowerment within the procurement process.

Scope

The scope includes:

• Supply of chlorine gas in cylinders or isotankers certified to NSF/ANSI 60 standards.
• Delivery and offloading of chlorine at designated sites, with proper safety and environmental precautions.
• Provision of stock holding equivalent to one month’s supply, with stock audits permissible during the contract period.
• Transportation compliant with national safety standards, including proper marking and safety equipment.
• Monitoring, reporting, and compliance with health, safety, and environmental standards.
• Provision of training, inspection, and quality assurance to ensure safe handling and operation.

Technical Requirements

The technical requirements specify that:

• Chlorine must be supplied in accordance with NSF/ANSI 60 standards, analyzed annually by NSF laboratories.
• Chlorine must exist as an amber liquid under pressure, with specific color and odor characteristics when non-pressurized.
• Delivery must be within five working days of order receipt, during normal hours, with proper documentation including certificates of analysis.
• Suppliers must provide emergency contact details and adhere to transportation safety regulations, including the National Road Regulations and SANS codes.
• All deliveries must be weighed accurately, using approved weighbridges, with clear documentation of mass delivered.
• Suppliers must maintain ISO 9001:2008 and ISO 14001 certifications throughout the contract period.
• Suppliers must hold stock equivalent to one month’s usage and allow audits at any time.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Experience in supplying bulk (12-ton, 17-ton, or 2-contactable client references) liquid or gas chlorine to water treatment facilities.
• Proven ISO 9001 and ISO 14001 certifications, with evidence of quality and environmental management systems.
• Capability to provide a detailed method statement outlining the approach to supply, safety, and quality assurance.
• Ability to manage logistics, transportation, and safety compliance effectively.
• Experience in handling and transporting hazardous chemicals, with appropriate safety certifications (e.g., HAZCHEM).
• Capacity to provide training, inspections, and ongoing quality assurance services.
• Demonstrated financial stability and capacity to hold stock and manage supply chain risks.
