Objectives

The primary objective of this tender is to supply, deliver, and offload Powder Activated Carbon (PAC) to Umngeni-uThukela Water, ensuring an uninterrupted supply for water treatment processes. The project aims to maintain water quality standards, comply with national regulations, and promote transformation through enterprise development and local participation.

Scope

The scope includes:

• Provision of PAC in powder form, compliant with SANS 52903:2007 standards for water treatment.
• Supply, delivery, offloading, and stockholding of PAC at various UMngeni-uThukela Water sites.
• Transportation, handling, and safe delivery of chemicals, adhering to safety and environmental standards.
• Provision of necessary documentation, including certificates, manuals, and safety data sheets.
• Monitoring stock levels, ensuring a minimum of one month’s stock, and allowing audits of stockholding premises.
• Compliance with national standards (SANS 241:2015), ISO certifications, and safety regulations.

Technical Requirements

The technical scope encompasses:

• Supply of PAC that meets the specifications of SANS 52903:2007 and NSF/ANSI 60 standards.
• Transport vehicles must be clearly marked, equipped with safety equipment, and comply with the National Road Regulations and SANS codes for dangerous goods.
• Accurate weighing of delivered PAC, either via assized weighbridge or other approved methods.
• Provision of emergency contact details and adherence to safety protocols during delivery.
• Stock management with a minimum of one month’s stock, with rights for audits and stock level checks.
• Provision of certificates including ISO 9001, ISO 14001, ISO 18001, and NSF certification, along with proof of transport safety (Hazchem certificates).
• Implementation of quality assurance, safety, emergency response, and business continuity plans.

Skills Requirements

The tender requires bidders to demonstrate:

• Experience in supplying water treatment chemicals, specifically PAC, to plants with capacities of 200MLD or more, supported by contactable references.
• Proven quality management systems, including ISO 9001 certification and environmental management (ISO 14001), health and safety (ISO 18001), with supporting documentation.
• Capability to provide emergency response plans, business continuity plans, and safety management plans.
• Technical expertise in handling, transportation, and weighing of bulk chemicals, ensuring compliance with safety standards.
• Capacity to maintain stock levels, conduct audits, and manage logistics efficiently.
• Demonstrated experience in project management, including delivery schedules, stockholding, and quality assurance.
