Objectives

The primary objective of this tender is to supply, deliver, and offload road signs across four districts in the Limpopo Province for a period of 3 years (36 months). The aim is to ensure the availability of compliant and durable road traffic signs to maintain safety, guidance, and information for road users within the specified districts.

Scope

The scope includes:

• Provision of road traffic signs, including triangular, circular, octagonal, rectangular, chevron, guardrail reflectors, km markers, safety flags, cones, barrier tapes, delineators, road studs, and safety roller barriers.
• Supply of materials conforming to South African standards and specifications.
• Delivery and offloading of signs at designated district locations within the Limpopo Province.
• Adherence to design, size, reflectivity, and durability requirements as specified in the tender documents.
• Provision of associated accessories such as fastening clamps, symbols, letters, and emblems.
• Compliance with testing, quality assurance, and lifespan standards for all materials used.

Technical Requirements

The technical specifications include:

• Materials must comply with SANS 1519-1:2014, SANS 1519-2:2004, and the South African Road Traffic Signs Manual Volume 1 and 4.
• Signs to be fabricated from galvanized steel plates (1.4mm thick), steel profiles (1.0mm thick), and retro-reflective diamond/engineer grade Class III material.
• Sign sizes suitable for 100-120 km/h speed zones, predominantly 1200mm in size unless otherwise specified.
• All steel components must meet BS4360 standards and be coated for corrosion resistance.
• Signs must be durable, with a lifespan of at least 7 years for reflective materials, and tested for weathering and performance.
• Delivery within 30 working days after order, only during specified hours (08:00 to 16:00).
• All signs and accessories must meet safety, reflectivity, and durability standards, including proper support structures and fastening mechanisms.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Proven experience in manufacturing and supplying traffic signs and related materials, supported by appointment letters and purchase orders.
• Compliance with technical standards and quality assurance processes, including testing and certification of materials.
• Capability to produce signs in accordance with detailed design specifications, sizes, and reflectivity requirements.
• Capacity to deliver within the stipulated timeframe and handle offloading at multiple district locations.
• Ability to provide technical documentation, such as material test reports, durability evidence, and compliance certificates.
• Financial capacity demonstrated through relevant guarantees or proof of financial stability.
• Knowledge of South African standards, safety regulations, and environmental considerations related to traffic signage manufacturing and delivery.
