Objectives

The primary objective is to procure comprehensive sequencing analysis and identification services for five bacterial samples targeting the rRNA gene. The procuring entity aims to obtain accurate genomic data and scientifically validated reports to support agricultural research and diagnostic initiatives.

Scope of Work

The successful supplier will manage the complete workflow for five bacterial samples, encompassing:

• Genomic DNA extraction
• PCR amplification
• PCR clean-up
• Full-service bidirectional sequencing (excluding repeat runs)
• Production of a detailed analytical results report
• Pick-up and delivery of biological samples to the designated facility in Stellenbosch

All activities must align with the attached Terms of Reference and technical specifications.

Technical Requirements

• Strict compliance with the attached Terms of Reference and specification documents is mandatory.
• Quotations must be denominated in South African Rand and must include VAT, delivery, insurance, and all applicable taxes.
• Bidders must specify a clear quotation validity period and a definitive delivery/completion date.
• Submission of the Central Supplier Database (CSD) registration number alongside the full CSD report is compulsory.
• A clearly defined warranty period and scope of coverage must be stated.
• Providers must attach documented evidence of relevant experience in molecular biology and sequencing services.
• All Standard Bidding Document (SBD) forms must be accurately completed, signed, and submitted with the quotation.
• Non-compliance with any stipulated condition may result in immediate disqualification.

Skills and Experience Requirements

• Demonstrated proficiency in core molecular laboratory techniques, including DNA extraction, PCR amplification, and bidirectional sequencing.
• Capability to analyse raw sequencing data and generate comprehensive, publication-ready reports.
• Logistical competence to safely handle, transport, and track biological specimens.
• Working knowledge of South African public procurement regulations, particularly preferential scoring mechanisms and compliance documentation.
• Administrative capability to complete mandatory government bidding templates and provide verifiable proof of demographic ownership (HDI, women, youth, PwD) and BEE status where applicable.

Notes on Unusual or Complicated Terms

• 80/20 Preferential Procurement Principle: A South African government evaluation model allocating 80 points to the lowest acceptable price and 20 points to specific socio-economic goals. Points are awarded based on ownership percentages by Historically Disadvantaged Individuals (HDIs), women, youth, and persons with disabilities, as well as BEE status level and SMME promotion. • rRNA Gene Sequencing: A targeted molecular approach focusing on ribosomal RNA genes, which serve as reliable genetic markers for bacterial identification and taxonomic classification. It demands rigorous laboratory protocols to prevent contamination and ensure high-fidelity sequence data.
