Objectives

The primary objective of this tender is to supply and deliver various equipment and tools, including ton chains, slings, tap and die sets, grinders, fibre and extension ladders, and drill bits, to Johannesburg Water. The procurement aims to support operational needs, with a focus on empowering SMMEs (EMEs or QSEs that are at least 51% black-owned) in line with transformation and procurement policies.

Scope

The scope encompasses the supply and delivery of the following items:

• 1 Ton Chain (3m, Grade 80 alloy steel, EN 13157 or IS-3832 standards)
• Slings (500kg capacity, webbing or round, conforming to EN standards)
• Tap and Die Set (M3-M12, High-Speed Steel, HSS)
• Angle Grinder (115mm, 10,000-12,000 RPM, 220VAC, 900W-1100W)
• Fibreglass Step Ladders (6 steps, 1.8m, certified to SABS/SANS 50131 and EN 131)
• Fibreglass Extension Step Ladders (4.2-7.5m, certified)
• Drill Bits Set (2.5-13mm, cobalt HSS-E, suitable for stainless steel, cast iron, hardened steel)

The items must meet specified standards, certifications, and safety requirements, and the total quotation must include all applicable taxes.

Technical Requirements

The technical specifications for each item include:

• Ton Chain: Load capacity, safety standards (EN 13157 or IS-3832), alloy G80 steel, swivel hooks, automatic ratchet braking system.
• Slings: Capacity (500kg), compliance with EN 1492-1 or EN 1492-2, high tenacity polyester material.
• Tap and Die Set: Material (HSS), durability, components (taps, dies, wrenches).
• Angle Grinder: No-load speed (10,000-12,000 RPM), power (900W-1100W), voltage (220VAC).
• Fibreglass Ladders: Certification (SABS/SANS 50131, EN 131), slip-resistant treads, load capacity (up to 170kg).
• Drill Bits: Material (cobalt HSS-E), size range (2.5-13mm), heat resistance, suitability for tough materials.

Skills and Supplier Requirements

Suppliers must meet the following criteria:

• Be registered on the Central Supplier Database (CSD) with valid proof of registration.
• Provide a valid tax clearance certificate (SARS PIN).
• Submit a BBBEE certificate or sworn affidavit demonstrating at least 51% black ownership (EME or QSE).
• Complete and sign all mandatory forms, including MBD 4 (Declaration of Interest), MBD 8 (Supply Chain Management Practices), MBD 9 (Proposal Determination), and MBD 6.1 (Preference Points Claim).
• Provide company registration documents with ID copies of directors/shareholders.
• Ensure quotations are on company letterhead, include brand names where required, and are inclusive of all taxes.
• Meet functionality and performance requirements as specified, where applicable.
• Demonstrate compliance with procurement policies and supply chain management best practices.

Additionally, suppliers must adhere to Johannesburg Water's supply chain policies, privacy regulations (POPIA), and declare any conflicts of interest or previous misconduct related to supply chain practices.
