Objectives

The primary objective of this tender is to supply and deliver various electrical and testing equipment, including voltage test kits, calibrators, and related tools, to Johannesburg Water. The goal is to procure quality products that meet specified standards, support operational efficiency, and promote the participation of SMMEs (EMEs or QSEs that are at least 51% black owned).

Scope

The scope encompasses the supply and delivery of the following items:

• Voltage phasing sticks (15kV, IEC 61481:2001 standards)
• Electrician COC test kits (including earth resistance testers, insulation testers, clamp meters, etc.)
• Ratchet cable tools (capacity up to 400sqmm)
• Loop calibrators (simulating transmitters, measuring loop current, voltage, pressure)
• Jaws with long & short reach options (chrome vanadium alloy steel)
• Engravers (220VAC, tungsten carbide tipped)
• Jigsaws (650W, variable speeds)
• Heat guns (2000W, adjustable temperature)
• Rechargeable cordless hand drills (18V, brushless motor)
• Additional tools as specified in the tender documentation

The delivery must be completed by the specified closing date, with all products compliant with relevant standards and specifications.

Technical Requirements

The technical requirements include:

• Products must meet specified standards (e.g., IEC 61481:2001 for voltage sticks)
• Items must be new, high-quality, and suitable for electrical testing and maintenance operations
• Brand names must be specified where required, and quotations must include brand details
• All prices must be inclusive of applicable taxes
• Suppliers must provide proof of CSD registration and relevant certifications
• Items must be delivered within the stipulated timeframe and in good condition

Skills and Supplier Requirements

Suppliers must meet the following criteria:

• Be registered on the Central Supplier Database (CSD)
• Provide a valid BBBEE certificate or sworn affidavit demonstrating at least 51% black ownership (EME or QSE)
• Complete all mandatory documentation, including MBD forms (Declaration of Interest, SCM practices, Proposal Determination, Preference Points Claim, etc.)
• Ensure quotations specify brand names where required
• Demonstrate the ability to supply quality products that meet technical standards
• Adhere to Johannesburg Water’s supply chain policies and procurement procedures
• Possess the necessary technical skills and experience to supply electrical testing and maintenance tools
• Be capable of timely delivery and providing after-sales support if required

Additionally, bidders must ensure compliance with the procurement policies, including the evaluation criteria based on price (80 points) and specific goals (20 points), as well as adherence to the POPIA privacy requirements and anti-collusion declarations.
