Objectives

The primary objective of this tender is to undertake surface rehabilitation and patching of the Charlie taxiway at OR Tambo International Airport. The work involves patching the taxiway from the Main Runway to India Taxiway, India Taxiway to Echo Taxiway, and Hotel Taxiway to November Taxiway, covering a length of approximately 580 meters with a width of 40 meters. The aim is to ensure the taxiway remains operational during construction, adhering to safety, environmental, and operational standards.

Scope

The scope includes:

• Preparation and submission of detailed site safety and work method plans.
• Compliance with airside working regulations and permits.
• Establishment of site facilities including camps, asphalt plant, and equipment.
• Protection and relocation of existing services and utilities.
• Night-time pavement rehabilitation in phases, considering current traffic patterns.
• Limited electrical works, including removal and replacement of taxiway lighting and installation of sleeves for cables.
• Management of airside traffic, including signage, barriers, lighting, and escort services.
• Adherence to COTO standard specifications for road and bridge works.
• Environmental management and safety compliance.

Technical Requirements

The technical requirements encompass:

• Compliance with NEC 3 Term Service Contract, including secondary options such as parent company guarantees and performance bonds.
• Preparation of a detailed work schedule, safety, quality, and environmental management plans.
• Night shift operations with specified lighting and safety measures.
• Electrical activities limited to cable sleeves and lighting replacements, with underground service identification.
• Use of approved materials, asphalt mix designs, and testing protocols, including Sabita standards.
• Implementation of quality assurance measures, including sampling, testing, and acceptance criteria.
• Provision of site facilities, security, and traffic management in accordance with airport regulations.

Skills and Skills Requirements

The tenderer must demonstrate:

• Registration and experience of key personnel, including:
• Civil Engineer (ECSA registered)
• Resident Engineer/Construction Manager (NQF level 7 qualification)
• Electrical Engineer (ECSA registered)
• Site Agent (post NQF level 7 qualification)
• Proven track record of completing similar surface rehabilitation projects, with contactable client references and completion letters.
• Capability to develop and implement comprehensive safety, quality, and environmental management plans.
• Ability to coordinate with airport authorities, traffic management, and airside operations.
• Competence in asphalt mix design, testing, and quality assurance protocols.
• Experience in night-time construction operations, including lighting and traffic safety management.
• Provision of qualified supervisory staff and adherence to health and safety regulations.

All personnel involved must have relevant professional registration, experience, and training to meet the technical and safety standards specified in the tender documentation.
