Objectives

The primary objective of this tender is to secure a qualified supplier capable of providing two (2) fan and filter units for the ESS Project at Transnet Engineering’s Koedoespoort facility. The procurement aims to achieve cost-effective acquisition while ensuring strict compliance with national procurement regulations, tax obligations, and socio-economic empowerment targets.

Scope

The scope is strictly limited to the supply and delivery of the specified fan and filter units. It does not include installation, commissioning, maintenance, or ancillary services. All quotations must be submitted on a “delivered nominated destination” basis, meaning the supplier bears all costs and risks until the goods arrive at the designated Transnet site. Detailed technical specifications are referenced in Annexure A and Table 3 of the returnable documents. The evaluation follows a weighted scoring model prioritizing price competitiveness and socio-economic contribution.

Technical Requirements

• Complete and submit all mandatory returnable documents, including SBD1, Tax Compliance Status (TCS/PIN), B-BBEE verification or sworn affidavit, and the Specific Goals Claim Form.
• Pricing must be entered electronically via the designated e-tender portal; manual or paper pricing schedules will be rejected.
• Equipment must fully conform to the technical specifications and performance criteria outlined in the project annexures.
• Successful bidders must ensure all personnel and subcontractors can obtain necessary security clearances prior to site access.
• Bids remain valid for 90 business days from the closing date and must include a clear delivery lead-time.
• Full compliance with South African legislation, including the Employment Equity Act, Competition Act, and Prevention of Corrupt Activities Act.

Skills Requirements

No specialized engineering, technical, or installation skills are required, as the contract pertains exclusively to the supply and delivery of standard industrial components. Suppliers must demonstrate strong logistical coordination, inventory management, and regulatory compliance capabilities to ensure accurate documentation, timely delivery, and adherence to public sector procurement standards.

Notable Terms & Conditions

Delivered Nominated Destination: An Incoterm indicating the supplier assumes all transportation costs, insurance, and risk until the goods are handed over at the buyer’s specified location.

80/20 Preference Point System: A South African public procurement scoring method allocating 80 points to price competitiveness and 20 points to socio-economic goals (e.g., B-BBEE status, black youth ownership, disability-owned enterprises).

Post-Tender Negotiation (PTN): A process allowing the procuring entity to negotiate market-related prices with top-ranked bidders if initial quotes exceed budgetary benchmarks, conducted sequentially until a fair price is secured or the tender is cancelled.

DPIP/FPPO Disclosure: Mandatory declaration of any commercial relationships with Domestic Prominent Influential Persons or Foreign Prominent Public Officials to mitigate corruption risks and ensure transparency.

Security Clearance: Personnel and subcontractors may be required to undergo background checks and obtain official clearance levels before accessing restricted operational zones.
