Objectives

The primary objective of this tender is to procure weighbridge software and maintenance services for waste management facilities operated by Stellenbosch Municipality. The software aims to collect, store, report on waste management data, facilitate weighbridge operations, and support effective waste data management, including issuing receipts, generating reports, and supporting billing processes. Additionally, the tender seeks to ensure the maintenance and calibration of existing weighbridge hardware over a three-year period to ensure accurate and reliable operations.

Scope

The scope encompasses:

• Provision of customizable waste management software compatible with existing weighbridge hardware at Stellenbosch Landfill and Klapmuts Transfer Station.
• Maintenance, calibration, and possible replacement of weighbridge parts during the contract period.
• Installation, commissioning, and calibration of weighbridges in accordance with relevant standards (NRCS, Trade Metrology Act, SANS 1649:2014).
• Provision of hardware components including cameras, barcode scanners, traffic lights, overhead displays, and related accessories.
• Support for hardware and software troubleshooting, updates, and future system development as needed.
• Training of municipal staff on system operation and maintenance manuals.
• Provision of calibration services, maintenance, and support for other weighbridges within the municipality.

Technical Requirements

The technical specifications include:

• Weighbridge software compatible with Microsoft OS, capable of data capture, report generation, and integration with municipal billing systems.
• Features such as weighbridge receipt issuance, customizable data fields, AI tools for data interpretation, and weight-based tariff calculations.
• Hardware components including weighbridge load cells, controllers, printers, cameras (including ANPR), barcode readers, traffic lights, overhead displays, and network connectivity devices.
• System functionalities for vehicle recognition, barcode scanning, and automated transaction triggering via number plate recognition.
• Calibration and commissioning of weighbridges in accordance with legal standards, with ongoing calibration and maintenance services.
• Security features such as password protection and restricted remote access.
• Support for future system enhancements and development.

Skills Requirements

The tenderer must demonstrate:

• Experience in providing weighbridge software solutions, particularly for waste management or similar facilities.
• Proven capability to install, calibrate, and maintain weighbridge hardware in compliance with NRCS and Trade Metrology standards.
• Technical expertise in integrating hardware components such as cameras, barcode scanners, traffic lights, and network devices.
• Ability to provide comprehensive training and detailed user and maintenance manuals.
• Capability to troubleshoot, support, and develop the software system post-installation.
• Experience in system calibration, maintenance, and support services for weighbridges over multiple years.
• Qualified personnel for hardware installation, calibration, and ongoing maintenance.
