Objectives

The primary objective of this tender is to procure a qualified contractor to construct sanitation facilities at Ntabenkonyana Senior Secondary School in Eastern Cape Province under the Sanitation 60 Programme. The project aims to improve sanitation infrastructure in schools, ensuring safe, hygienic, and sustainable sanitation solutions that meet health and safety standards.

Scope

The scope of work includes:

• Construction of sanitation facilities, including 5000L rainwater harvesting tanks and ditch drains.
• Implementation of health and safety measures as per specifications.
• Provision of necessary site facilities, safety signage, and environmental management.
• Coordination of site activities, including excavation, plumbing, roofing, plastering, and electrical works.
• Development and submission of construction and safety plans, risk assessments, and compliance certificates.
• Engagement of local SMMEs and procurement of materials within the local area.

Technical Requirements

The technical requirements include:

• Adherence to the scope of work detailed in Part C3, including construction of sanitation units and associated infrastructure.
• Compliance with health and safety specifications outlined in Part C3.2, including safety signage, PPE, and site safety protocols.
• Preparation and approval of a comprehensive health and safety plan prior to commencement.
• Implementation of environmental management measures, waste management, and site protection.
• Provision of detailed construction implementation plans, including labor, materials procurement, and site logistics.
• Submission of certificates of compliance, safety reports, and relevant statutory documentation.

Skills and Skills Requirements

The tenderer must demonstrate:

• Registration with the CIDB at contractor grading designation 4 GB or higher.
• Proven experience in constructing sanitation facilities and civil engineering works, with at least three completed projects valued at R3,600,000 or more within the past three years.
• Capability to mobilize and manage resources, including skilled personnel, equipment, and materials.
• Technical competence in plumbing, civil works, roofing, and electrical installations.
• Qualified safety personnel, including a full-time Safety Officer with at least 2 years’ SHE management experience and relevant certifications (e.g., SAMTRAC).
• Ability to develop and implement health and safety, environmental, and quality management plans.
• Capacity to coordinate local SMMEs and ensure compliance with local procurement and employment targets.
• Demonstrated financial stability and capacity to undertake the project within the specified timeframe.
