Objectives

The primary objective of this tender is to invite qualified contractors to construct sanitation facilities at Zwelakhe Senior Secondary School in Eastern Cape Province under the Sanitation 60 Programme. The project aims to improve sanitation infrastructure in schools, ensuring health, safety, and environmental standards are met, and to promote local SMME participation and procurement within the local area.

Scope

The scope of work includes:

• Construction of sanitation facilities at Zwelakhe Senior Secondary School.
• Installation of 5000L rainwater harvesting tanks and ditch drains.
• Provision of associated civil works, plumbing, roofing, plastering, painting, and electrical works as specified.
• Implementation of health and safety measures, environmental management, and site protection.
• Development of construction and safety plans, and compliance with statutory and environmental regulations.

Note: The contractor is responsible for own arrangements for site access, services, and facilities, as none are available on site.

Technical Requirements

The technical requirements include:

• Construction of sanitation units with associated civil, plumbing, roofing, and finishing works.
• Implementation of health and safety specifications, including safety files, risk assessments, and safety plans.
• Provision of environmental management plans and compliance with environmental legislation.
• Development of construction implementation plans addressing labor, materials procurement, and site logistics.
• Provision of Certificates of Compliance, safety certificates, and adherence to statutory statutory requirements.
• Completion of all works within 24 weeks from commencement, with penalties for late completion.

Skills and Skills Requirements

The tender emphasizes the need for contractors to demonstrate:

• Registration with CIDB in a grading designation of at least 4 GB or equivalent, with valid registration on evaluation and award dates.
• Relevant experience in constructing sanitation facilities and civil engineering works, with at least three completed projects valued at R3.6 million or more within the past three years, including at least two projects in the Eastern Cape.
• Proven technical competence, including qualified key personnel with at least 5 years’ experience in building works, safety officers with SAMTRAC or equivalent certification, and competent supervisors.
• Capacity to manage workload, resources, and project timelines, with a maximum of two current projects under construction at the time of evaluation.
• Ability to develop and implement health and safety, environmental, and construction management plans.
• Financial stability, including compliance with tax and statutory requirements, and appropriate insurances.
• Local participation, including setting aside 5% of construction value for local SMMEs and procurement within the local area.

Additionally, contractors must demonstrate good reputation, reliability, and capacity to deliver quality work within the stipulated timeframe, with risk assessments and safety management being integral to their approach.
