Objectives

The primary objective of this tender is to appoint qualified suppliers for the design, manufacture, supply, delivery, offloading, installation, and commissioning of medium voltage metal enclosed switchgear and ring main units. These components are to be provided on an ad hoc basis as needed during the contract period ending June 2029, ensuring the electrical network's reliability, stability, and capacity to meet growing demand.

Scope

The scope encompasses:

• Design, manufacture, testing, supply, and delivery of medium voltage (12 kV) metal enclosed switchgear and ring main units (RMUs), both indoor and outdoor, including ancillary equipment.
• Installation and commissioning of equipment at specified substations and sites, including all incidental work such as wiring, accessories, and testing.
• Provision for extensions, retrofits, modifications, and upgrades to existing switchgear installations.
• Supply and installation of gas-insulated switchgear (GIS) and associated control, protection, and metering modules.
• Ad hoc installation work, including offloading, site setup, and testing, as required during the contract period.
• Removal of old equipment by the municipality, with the contractor responsible for installing new panels and ensuring operational compliance.

Technical Requirements

The technical specifications include:

• Switchgear rated at 12 kV, 50 Hz, three-phase, with internal arc classification of IAC AFL 20 kA 0.5 s (indoor) and IAC AB 20 kA 0.5 s (outdoor).
• Gas-insulated switchgear (SF6) with monitoring gauges, interlock schemes, and pressure sensors, complying with IEC standards (SANS 62271 series, IEC 60265, IEC 61869, etc.).
• Equipment must be factory-built, type-tested, and certified, with type test certificates submitted with the tender.
• Design must accommodate environmental conditions (temperature, humidity, weather) and operational requirements (fault levels, network operation).
• Switchgear modules must include circuit breakers, disconnectors, earth switches, voltage and current transformers, protection relays, and metering modules, all compliant with relevant standards.
• Provision for remote monitoring, control, and protection via HMI and communication interfaces (IEC 61850, Ethernet, fiber optics).
• All equipment must be corrosion-proof, painted per standards, and suitable for outdoor or indoor installation as specified.
• Installation must adhere to safety, electrical, and environmental standards, including proper earthing, cable management, and testing procedures.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in designing, manufacturing, and installing medium voltage switchgear and RMUs, with references for similar completed projects within the last 10 years.
• Qualified personnel, including project supervisors, artisans, and technicians, with valid certifications (e.g., NRS 040 Responsible Persons Certificates, trade tests, diplomas).
• Minimum of five (5) years post-qualification experience for supervisors and three (3) years for technicians in installation, commissioning, and testing of medium voltage equipment.
• Key personnel must have valid health and safety certifications (OHVRS) and be authorized for live substation work.
• Manufacturers and suppliers must provide proof of OEM or authorized agency status, ISO 9001 accreditation, and relevant IEC/type test certificates.
• Capability to provide technical support, training, and after-sales service, including installation supervision, testing, and commissioning.
