Objectives

The primary objective of this tender is to upgrade and refurbish the electricity infrastructure at Tsolo Agriculture and Rural Development Institute, including installation of new street lighting, overhead electrical reticulation, and upgrading existing systems to ensure safe, reliable, and efficient electrical supply in accordance with relevant standards and specifications.

Scope

The scope of work includes:

• Operation of the works in full adherence with laid down specifications.
• Installation of new street lighting and overhead electrical reticulation systems.
• Disconnection and removal of existing electrical installations.
• Bush clearing and tree cutting for electrical works.
• Provision and installation of earthing systems for street and supply installations.
• Supply and installation of all materials, equipment, and labour for complete, safe, and efficient operation.
• Testing, commissioning, and certification of the installed systems.
• Maintenance and defect rectification during the defects liability period.

Excluded from scope are the installation of telephone, data cabling, and associated equipment.

Technical Requirements

• Adherence to SANS standards, IEC standards, and relevant codes of practice.
• Use of approved, new, and high-quality materials and equipment, compliant with standards such as SANS 1713, SANS 1418, SANS 1507, etc.
• Installation of underground and overhead cables with proper trenching, backfilling, and protection measures.
• Provision of appropriate earthing and lightning protection systems, designed and installed by accredited specialists.
• Installation of distribution boards, cable trays, conduit, and accessories as per detailed specifications.
• Implementation of environmental management and safety measures, including EMP and H&S plans.
• Proper testing, inspection, and certification processes in accordance with SANS 10142-1, IEC, and other relevant standards.
• Provision of as-built drawings, operation manuals, and maintenance documentation.

Skills and Qualifications Requirements

• Qualified electrical engineers and technicians with relevant experience in infrastructure projects.
• CIDB contractor grading of at least Level 4 EP or higher.
• Skilled personnel for installation, testing, and commissioning, including certified electricians (minimum 'A' Grade), safety officers, and supervisors.
• Accredited specialists for lightning protection and building management system (BMS) installation.
• Experience in handling underground and overhead electrical systems, earthing, and lightning protection.
• Competence in environmental management, health and safety compliance, and project management.
• Provision of key personnel CVs, proof of registration, and relevant certifications as part of tender submission.
• Ability to coordinate with other contractors and stakeholders, and to produce detailed shop and record drawings.
