Objectives

The primary objectives of this tender are to establish a panel of qualified service providers for the provision of new works, maintenance, repairs, services, renovations, and installations related to standby generators. The contract aims to ensure reliable power supply, promote local economic development, and enhance skills and employment opportunities within South Africa, particularly in Gauteng.

Scope

The scope encompasses a three-year term contract for the supply, installation, maintenance, repairs, and related services of standby generators across various institutions managed by the Department of Infrastructure Development in Gauteng. It includes:

• Provision of standby generator services and installations
• Maintenance and repairs of existing generators
• Supply of equipment and plant necessary for the contract
• Engagement of service providers capable of supporting the department’s infrastructure needs

The contract covers multiple locations within Gauteng, with site access and operational considerations outlined for ongoing service delivery.

Technical Requirements

• Service providers must hold a CIDB contractor grading designation of 3EB/EP to 5EB/EP.
• Submission of relevant appointment letters, completion certificates, and SLA documentation demonstrating experience in standby generator projects.
• Provision of key staff CVs, qualifications, and professional registration (e.g., ECSA registration for engineers/technologists).
• Demonstration of company experience with at least 3-5 relevant projects completed in the last ten years.
• Compliance with occupational health and safety regulations, including submission of COIDA certificates and safety plans.
• Provision of operational addresses, proof of local employment, and commitment to township revitalization.
• Adherence to environmental and safety standards, including submission of SAHPRA and other relevant licenses where applicable.
• Submission of financial statements, tax compliance PIN, CIDB registration, and CSD registration.
• Implementation of measures to promote local employment, youth, women, military veterans, and people with disabilities.

Skills Requirements

• Qualified artisans with NQF Level 4 or higher and trade test certificates in electrical engineering
• Technicians with NQF Level 6 or higher in electrical engineering and relevant experience
• Registered professional engineers or technologists with a minimum of 5 years post-registration experience
• Key staff must possess relevant qualifications, professional registration, and demonstrable experience in generator installation, maintenance, and repair
• Project management and site supervision personnel with proven track records in infrastructure projects
• Personnel must meet South African employment and skills development targets, including participation of local residents and disadvantaged groups
