Objectives

The primary objective of this tender is to appoint professional service providers to manage and oversee the construction of Langehoven Park Comprehensive School on behalf of the Department of Education in the Free State Province. The aim is to expedite project initiation, ensure quality delivery within budget and schedule, and oversee the design and construction phases to meet current educational infrastructure needs with sustainable and modern facilities.

Scope

The scope includes providing comprehensive professional services across various disciplines, including:

• Project Management: Oversee construction, coordinate design teams, and monitor project progress.
• Quantity Surveying: Cost estimation, budgeting, and verification of contractor outputs.
• Architectural Services: Design compliance, coordination of specialists, and stages 1 & 2 execution.
• Engineering Services: Civil, structural, electrical, and mechanical engineering at stages 1 & 2.
• Occupational Health & Safety: Manage OHS requirements during design and construction.
• Social Facilitation: Community engagement, stakeholder mobilization, and empowerment.

The services extend from project initiation through to final account, including support for dispute resolution, arbitration, and litigation support if required.

Technical Requirements

The technical requirements specify that bidders must:

• Provide all mandatory documentation, including proof of registration with relevant councils (SACPCMP, SACAP, ECSA, SACQSP).
• Hold professional indemnity insurance of at least R5,000,000.
• Demonstrate experience on similar projects within the last 10 years, with a minimum of R20 million project value.
• Achieve a minimum of 70 points in technical evaluation, based on experience, qualifications, local presence, and client references.
• Price their services in line with gazetted professional rates, including disbursements, and submit a fee proposal on official letterhead.
• Manage risks effectively, including site abandonment and additional funding requests, with discounts capped at 20%.
• Ensure registration on the Central Supplier Database and valid tax compliance status.

Skills Requirements

The tender mandates that bidders must possess:

• Active registration with relevant professional councils for all key personnel (Project Managers, Architects, Engineers, Quantity Surveyors, Health & Safety specialists).
• Proven experience in managing similar large-scale construction projects (minimum R20 million) over the past 10 years, supported by reference letters and project certificates.
• Qualified personnel with appropriate certifications, CVs, and proof of registration.
• Local presence within the Free State Province, supported by municipal documentation.
• Capability to provide multidisciplinary support including project management, engineering, design, safety, and community facilitation.
• Financial stability demonstrated through insurance and compliance documentation.

Furthermore, bidders must demonstrate capacity to deliver within the stipulated project timelines, manage community engagement effectively, and adhere to all legal and regulatory requirements as specified in the tender documentation.
