Tender Summary

Tender Summary: Training on Policy Development

Objectives

The primary objective is to procure accredited training services for 21 participants on the national unit standard for conceptualising, designing, implementing, and monitoring public policies and programmes. The training aims to equip learners with the ability to apply policy design theories, needs assessment methodologies, impact evaluation principles, and monitoring frameworks within public sector environments.

Scope of Work

The successful service provider will manage the complete delivery lifecycle of the training programme. Responsibilities include:

  • Facilitating and delivering the training curriculum.
  • Conducting learner assessments in strict accordance with the applicable unit standard and quality assurance protocols.
  • Arranging or conducting the moderation of assessments to ensure compliance and fairness.
  • Issuing official certificates of competence and/or statements of results to successful learners.

Note: The procuring department will solely provide the training venue and cater for all attending participants.

Technical Requirements

Bidders must demonstrate organisational and operational compliance with the following:

  • Maintain valid accreditation from a recognised South African quality assurance body (QCTO, CHE, SETA, or Umalusi) specifically for the delivery of unit standard SAQA US ID 242907.
  • Submit mandatory administrative documentation, including completed SBD 4 (Bidder Disclosure) and SBD 6.1 (Preference Points Claim Form).
  • Provide firm pricing valid for 90 days, inclusive of VAT if registered, along with a confirmed delivery/training period.
  • Complete all financial calculations accurately, quote every item in the specification, print prices on company letterhead, and use a black pen without correction fluid or erasable pencil.

Skills Requirements

The proposed training facilitator must meet stringent academic and professional criteria:

  • Hold a minimum NQF Level 7 qualification in a relevant field, such as Education and Training, Public Administration, Policy Analysis, Monitoring and Evaluation, Strategic Management, or Human Resource Development.
  • Provide documented proof of official registration as an assessor or moderator.
  • Demonstrate proven experience facilitating policy development training, substantiated by a detailed CV and reference letters from previous corporate, public sector, or local government employers.
  • Foreign qualifications must be formally evaluated and certified by the South African Qualifications Authority (SAQA).

Explanation of Key Terms & Evaluation Framework

  • NQF Level 7: Part of the National Qualifications Framework, denoting advanced academic or vocational competency equivalent to a bachelor’s degree or advanced diploma.
  • 80/20 Preference Point System: A statutory procurement evaluation model allocating 80 points to competitive pricing and 20 points to designated socio-economic transformation goals (e.g., majority black, women, youth, or disabled ownership; SMME status; and operations in rural, township, or Limpopo locations).
  • Assessor/Moderator Registration: Official credentialing that legally permits an individual to evaluate learner performance and verify the consistency, validity, and reliability of assessment outcomes.

Evaluation proceeds in three stages: functionality (minimum 65/100 points required to advance), administrative compliance, and the 80/20 price/preference scoring. The contract will be awarded to the highest-scoring bidder, subject to price negotiation rights reserved by the department.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
