The primary objective is to deliver accredited training that equips public sector participants with the theoretical knowledge and practical competencies required to conceptualize, design, implement, monitor, and evaluate public policies and programmes. Upon completion, learners will be able to apply policy design frameworks, conduct needs assessments, utilize impact evaluation methodologies, monitor programme performance, and effectively manage policy research projects.
The successful service provider will be responsible for the complete delivery and assessment management of the training programme. Key deliverables include:
Note: The procuring department will independently provide the training venue and all catering for participants, allowing the provider to focus solely on instructional delivery and assessment administration.
Bidders must hold valid accreditation from a recognized South African quality assurance body specifically for Unit Standard 242907: “Conceptualise, design, implement and monitor public policies and programmes” (NQF Level 7, 20 credits). The programme is designed for 21 participants. Quotations must be submitted on official company letterhead, completed in black ink, with prices valid for 90 days and a firm delivery period clearly indicated. All pricing must be inclusive of VAT where applicable.
Administrative compliance is mandatory. Bidders must submit fully completed and signed Standard Bidding Documents (SBD 4 and SBD 6.1). Use of correction fluid, erasable pencil, or unsigned price amendments will result in immediate disqualification. The evaluation process enforces a strict functionality threshold; providers must score a minimum of 65 out of 100 points across three criteria: company experience in similar training contracts (50 points), facilitator qualifications (30 points), and facilitator experience (20 points). Foreign qualifications require verification by the South African Qualifications Authority (SAQA).
The service provider must deploy a facilitator who meets stringent academic and professional criteria. The facilitator must possess a minimum NQF Level 7 qualification in a relevant discipline, including Education and Training, Public Administration, Policy Development, Monitoring and Evaluation, Economics, Social Sciences, or Human Resource Development. Crucially, the facilitator must provide documented proof of current registration as a formal assessor or moderator with a recognized Quality Assurance Body. Beyond academic credentials, the facilitator must demonstrate a proven track record in delivering policy development training, supported by a comprehensive curriculum vitae and verifiable reference letters from previous employers or clients. The service provider must also exhibit operational capacity to manage accreditation compliance, assessment administration, moderation coordination, and certificate issuance in line with national standards.
80/20 Preference Point System: A standard South African procurement model where 80 points are awarded based on the lowest acceptable price, and 20 points are allocated to socio-economic transformation goals. These points are granted to enterprises meeting specific designation criteria, such as being majority-owned by black people, women, youth, persons with disabilities, or military veterans, as well as SMMEs, rural/township-based businesses, or those located in Limpopo Province. Verification is typically handled through the Central Supplier Database (CSD) or municipal utility proofs.
Accreditation Bodies (QCTO, CHE, SETA, Umalusi): Recognized South African authorities responsible for ensuring education and training quality. QCTO oversees occupational qualifications, CHE handles higher education, SETAs manage sector-specific skills development, and Umalusi regulates school-level education. Valid accreditation from one of these bodies is mandatory to legally deliver and certify the unit standard.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
