Objectives

The primary objective of this tender is to procure professional services in a consortium to support the rehabilitation of various schools with structural defects in the Free State Province on behalf of the Department of Education (DOE). The services aim to ensure comprehensive assessment, design, and management of the rehabilitation projects, adhering to relevant standards and regulations.

Scope

The scope encompasses the provision of multidisciplinary professional services including:

• Project Management
• Quantity Surveying
• Architectural Services
• Civil and Structural Engineering
• Electrical and Mechanical Engineering
• Health and Safety Management
• Social Facilitation
• Heritage Assessment (where applicable)

The services cover all project phases from inception, design, documentation, procurement, construction, to close-out, with detailed site assessments and development of scope of works per site. The projects are located within the Free State Province, and the services must comply with relevant standards, regulations, and environmental considerations.

Technical Requirements

The technical requirements include:

• Adherence to the CIDB Standard Professional Services Contract and relevant Gazette standards.
• Provision of professional registration for key personnel with relevant built environment councils (SACAP, ECSA, SACPCMP, SACQSP).
• Demonstration of experience on similar projects within the last 10 years, supported by references and project documentation.
• Assignment of qualified key personnel with appropriate experience and professional registration.
• Development of detailed project programmes, progress reports, and compliance with safety standards.
• Provision of professional indemnity insurance and compliance with occupational health and safety legislation.
• Implementation of project scope, quality, and environmental standards, including heritage considerations where applicable.

Skills Requirements

The tender specifies that bidders must possess:

• Proven experience in managing and executing similar infrastructure projects, with references supporting successful completion.
• Qualified and registered professionals in each discipline, including project managers, engineers, architects, quantity surveyors, health and safety specialists, and social facilitators.
• Demonstrated ability to coordinate multidisciplinary teams and manage project timelines effectively.
• Knowledge of relevant standards, regulations, and environmental legislation.
• Capacity to deliver services within short notice, with a focus on urgent project commencement and completion.
• Capacity building and skills transfer to local communities and stakeholders.
