Objectives

The primary objective of this tender is to appoint a suitably qualified and experienced Service Provider to serve as both a motor and non-motor assessor for the Msunduzi Municipality. The appointed assessors will perform research, detailing, and substantiation of insurance claims, including assessing damages and preparing reports, over a contract period of three years.

Scope

The scope encompasses the provision of professional assessment services for motor and non-motor insurance claims. The services include:

• Performing assessments of motor vehicles (light and heavy vehicles) and non-motor assets.
• Researching, detailing, and substantiating claims according to provided policies and guidelines.
• Delivering assessment reports within stipulated timeframes.
• Contract duration of three (3) years, with the possibility of renewal based on performance.

Technical Requirements

The technical specifications include:

• Assessment of motor vehicles (light and heavy) and non-motor assets, including damage evaluation and reporting.
• Assessment to be conducted by registered assessors or members of recognized assessor institutes with insurance assessing or loss-adjusting experience.
• Assessment reports must be delivered within 15 days of receipt of an order, with penalties for delays exceeding 20 days.
• Assessment categories: Motor assessor and Non-motor assessor, with specific evaluation criteria for each.
• Provision of adequate Public Liability Insurance of R1,000,000 for the duration of the contract.
• Contract to include a Service Level Agreement (SLA) prior to commencement of services.
• Compliance with relevant legislation, including Occupational Health and Safety Act, COID Act, VAT Act, and Municipal regulations.

Skills and Experience Requirements

The successful Service Provider must demonstrate:

• Experience in insurance assessing or loss-adjusting services, with a minimum of 4–7 years for assessors.
• Completion of several assessment projects, with points awarded for the number of completed assessments (e.g., 4–6 contracts = 20 points, 7–10 contracts = 30 points, more than 10 contracts = 40 points).
• Registered assessors or members of recognized assessor institutes.
• Provision of CVs detailing the experience of the most qualified personnel.
• Ability to deliver assessment reports within the specified timeframe.
• Compliance with all legislative and regulatory requirements related to insurance assessments and occupational health and safety.
