Objectives

The primary objective of this tender is to appoint a panel of qualified service providers to deliver risk management and related services to ATNS over a period of five (5) years. The selected providers will support ATNS’s enterprise risk management (ERM) functions, enhance internal capacity, and share skills and expertise in risk assessment, mitigation, and related areas.

Scope

The scope encompasses provision of enterprise risk management services, including but not limited to:

• Risk assessments and development of risk registers
• Physical/site risk assessments and loss control
• Business Continuity Management (BCM) and insurance risk management
• Skills transfer and capacity building within ATNS’s risk management team

The services are to be delivered on an “as and when” basis, addressing specific risk management needs as they arise, with an emphasis on maintaining competitiveness, fairness, and transparency in the process.

Technical Requirements

• Demonstrated relevant risk management experience in similar-sized entities
• Provision of reference letters from previous clients for similar services within the past 5 years
• Qualifications and professional competencies in Enterprise Risk Management (e.g., CA(SA), ERM certifications)
• Detailed methodology and execution plan outlining how scope of work will be delivered, including risk assessments, risk register development, loss control, BCM, and insurance risk management
• Capability to share skills and transfer knowledge to ATNS staff
• Compliance with administrative, legal, and confidentiality requirements as specified in the tender documentation

Skills Requirements

• Expertise in enterprise risk management frameworks and practices
• Proficiency in conducting physical/site risk assessments and loss control
• Knowledge of BCM and insurance risk management strategies
• Ability to facilitate risk workshops and develop comprehensive risk registers
• Strong project management and communication skills
• Capacity to transfer skills and build internal risk management capabilities within ATNS
• Compliance with professional standards and registration with recognized risk management bodies
