Objectives

The primary objective of this tender is to appoint a qualified service provider to perform a one-time comprehensive servicing of diesel engines at the SANPC Refinery. The service aims to ensure the reliability and optimal functioning of the diesel engines driving fire water pumps, reduce the risk of engine failures during emergencies, and diagnose any faults beyond standard maintenance requirements.

Scope

The scope includes:

• Regular maintenance and major servicing of five diesel-driven fire water pumps: P3310, P3301B, P1134A, P1134B, and Williams Pump.
• Diagnosis of faults not covered in standard major services, with vetting by SANPC Rotating Equipment focal point.
• Identification and reporting of faults or concerns, with recommendations for corrective actions.
• Site viewing of the five pump engines for accurate quoting, including gathering information on replacement parts such as filters and gaskets.
• Provision of all labor, supervision, spare parts, consumables, materials, tools, equipment, and transport necessary for the work.
• Adherence to safety protocols, including HSSE approval, hotwork, and confined space entry training, and valid medical certificates.
• Preparation of detailed reports on findings, including engine parameters, issues identified, and recommendations.

Technical Requirements

The technical evaluation will consider:

• Proof of experience in diagnosing, servicing, and repairing diesel engines, especially within manufacturing or MHI environments.
• Minimum technical threshold of 70%, with evaluation based on relevant past work, references, and qualifications.
• Demonstrated capability to carry out similar work for clients within the last five years, with contactable references.
• Qualified technicians with relevant trade qualifications and experience (preferably over 5 years), supported by CVs and evidence of previous work.
• Compliance with safety policies, risk assessments, and relevant safety standards, including submission of safety files and risk assessments.

Skills Requirements

The successful bidder must demonstrate:

• Knowledge and experience in diagnosing, servicing, and repairing diesel engines.
• Qualified technicians with trade tests and extensive experience (preferably over 5 years) in engine diagnostics and repairs, particularly in refinery or manufacturing settings.
• Ability to produce detailed reports, including engine performance data, fault diagnoses, and recommendations.
• Proficiency in safety procedures, risk assessments, and compliance with HSSE standards.
