Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver mechanical services at SANPC Refinery for a period of three (3) years. The services aim to ensure the proper maintenance, installation, repair, and inspection of mechanical systems, equipment, and infrastructure within the refinery to support operational efficiency and safety.

Scope

The scope encompasses comprehensive mechanical maintenance and support activities, including:

• Installation, removal, and repair of vessels, tanks, piping, heat exchangers, and related equipment.
• Rigging of plant equipment, piping systems, and structural components.
• Fabrication, inspection, and installation of piping supports, gratings, and structural repairs.
• Hot-work activities, welding, and welding inspection aligned with ISO3834 standards.
• Hydrotesting, flange management, and equipment commissioning.
• Emergency response with immediate mobilization within 2 hours.
• Provision of PPE, consumables, tools, and materials necessary for maintenance tasks.
• Work in operational and non-operational areas, including underground transfer lines.

Technical Requirements

The technical criteria for the service provider include:

• Compliance with all applicable laws, regulations, and safety standards.
• Provision of valid ISO 9001, ISO 14001, ISO 45001, and ISO 3834 certificates.
• Demonstrated experience in providing mechanical, welding, and rigging services within refineries or major hazard installations since 2020.
• Submission of relevant trade test certificates for welders, mechanical fitters, and pipe fitters accredited by QCTO.
• Provision of a HSSE policy and evidence of safety performance (KPIs) over the past three years.
• Qualified personnel including site managers, QC inspectors, safety coordinators, and hot-work specialists with specified experience levels.
• Adherence to quality control, safety, and environmental management systems.

Skills Requirements

The tender specifies the need for personnel with the following skills and experience:

• Site Manager: Over 10 years’ experience managing multidisciplinary teams in petrochemical or refinery environments.
• QC Inspector: Over 6 years’ experience in quality assurance within the petrochemical industry.
• Safety Coordinator: At least 5 years’ experience managing safety in petrochemical projects.
• Welders, Mechanical Fitters, Pipe Fitters: Trade-tested and accredited by QCTO, with relevant experience in refinery maintenance.
• Other personnel: Skilled in rigging, hot-work, fabrication, inspection, and emergency response.

The service provider must also demonstrate the capacity to mobilize emergency teams promptly, maintain safety standards, and ensure continuous operational support throughout the contract period.
