Objectives

The primary objective of this tender is to appoint a service provider or multiple providers to deliver security guarding services for Statistics South Africa (Stats SA) across various provincial and district offices in Limpopo for a period of thirty-six (36) months. The services aim to ensure the safety, security, and protection of personnel, property, and information at the specified locations.

Scope

The scope includes providing security guarding services at the following offices:

• Limpopo Provincial Office and Capricon District Office
• Mopani District Office
• Sekhukhune District Office
• Vhembe District Office
• Waterberg District Office

Services encompass 24/7 security coverage, including guarding, access control, patrols, incident management, and related security functions as specified in the bid documents.

Technical Requirements

• Provision of Grade C security officers (both male and female) for day and night shifts at each location.
• Security officers must be registered with PSIRA and possess a Grade C qualification.
• Deployment of security equipment such as radios, hand-held metal detectors, and other necessary security aids.
• Implementation of security procedures including access control registers, occurrence books, and standard operating procedures.
• Availability of control rooms within specified radii, equipped with backup power supply and communication systems.
• Adherence to all relevant legislation including the Private Security Industry Regulation Act, Occupational Health and Safety Act, and other applicable laws.
• Provision of emergency response plans, threat identification, and liaison with emergency services.
• Compliance with security screening and background checks for personnel.

Skills and Competency Requirements

• Security officers must have a minimum of Grade C PSIRA registration and relevant security training.
• Personnel must demonstrate professionalism, courteous behavior, and effective communication skills.
• Experience in security operations, including access control, patrols, incident reporting, and emergency procedures.
• Ability to operate security equipment such as radios, metal detectors, and surveillance tools.
• Supervisory staff should have proven management skills and experience in security service delivery.
• Compliance with health and safety standards and the ability to respond effectively to security incidents.
• Provision of continuous training and supervision to ensure service quality and adherence to contractual obligations.
