Objectives

The primary objective of this tender is to appoint a service provider (SP) to provide a Project Manager (PM) responsible for establishing and operationalising the Project Management Office (PMO) for the High-Speed Rail (HSR) project within the Department of Transport (DOT). The PM is expected to lead the development of governance frameworks, conduct feasibility studies, develop project documentation, and support the setup of the PMO to ensure effective planning, coordination, and implementation of the HSR corridors.

Scope

The scope of work is divided into two main phases:

1. Phase 1: Framework and Planning
   • Develop institutional and governance structures for the PMO.
   • Conduct situational and legal/regulatory analysis.
   • Identify key role players and propose governance mechanisms.
   • Create an implementation roadmap with prioritised initiatives.
   • Develop project management methodologies, performance metrics, communication, and financial models.
   • Produce recruitment documents and onboarding processes.
   • Undertake pre-feasibility and feasibility studies for the Johannesburg-Durban corridor.
2. Phase 2: Implementation
   • Establish a fully functional PMO, including recruitment, team building, and training.
   • Support operational systems, stakeholder engagement, and resource analysis.
   • Support the registration and management of PPP projects and funding processes.
   • Produce regular progress reports, conduct progress meetings, and support office setup.

Technical Requirements

• Demonstrable experience in establishing and managing PMOs, especially in infrastructure or transportation projects.
• Extensive knowledge of engineering, transportation, or related sectors.
• Proven project management expertise, including developing governance frameworks, risk management, and stakeholder engagement.
• Ability to develop institutional, legal, and regulatory analysis, as well as feasibility studies.
• Capacity to develop detailed project documentation, methodologies, and performance metrics.
• Experience in managing PPP processes and liaising with government agencies.
• Strong leadership, communication, and stakeholder engagement skills.
• Relevant qualifications, including a minimum of 12 years of experience for the Project Manager, with expertise in infrastructure and government planning environments.
