Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver security services at the Queen Street Social Housing Complex for a period of three (3) months. The service aims to ensure the safety and security of the site, prevent unauthorized access, theft, vandalism, and respond effectively to emergencies and incidents.

Scope

The scope of work includes:

• Securing and patrolling the boundary wall of the site to prevent unauthorized entry, theft, and vandalism.
• Monitoring and safeguarding the infrastructure and buildings within the perimeter.
• Responding to emergency situations and incidents on-site.
• Controlling access points and ensuring compliance with EHC house rules.
• Reporting contraventions and damages immediately to EHC.
• Providing security personnel with necessary equipment and training as per PSIRA standards.

Technical Requirements

The technical requirements for the security service provider include:

• Provision of trained security guards equipped with communication devices, handcuffs, and pepper spray.
• Security guards must wear ID cards displaying their name, surname, employee number, and photo.
• The service provider must supply and maintain equipment such as patrol vehicles and mobile toilets.
• All staff must undergo appropriate training and comply with PSIRA requirements prior to contract commencement.
• The provider must ensure compliance with all statutory obligations and industry regulations.

Skills Requirements

The skills and qualifications required from the service provider include:

• Demonstrated experience in security services, particularly in social housing or similar environments.
• Ability to supply adequately trained and licensed security personnel.
• Capacity to provide management and oversight of security operations.
• Provision of necessary security equipment and maintenance thereof.
• Compliance with PSIRA standards and relevant statutory requirements.
• Ability to respond promptly to emergencies and incidents.
• Financial stability and resources to sustain the duration of the contract.
