Objectives

The primary objective of this tender is to appoint a qualified contractor to supply, deliver, and install fencing at Montshiwa Office. The fencing aims to secure the premises, mitigate risks to Magalies Water’s machinery and personnel, and enhance site security.

Scope

The scope of work includes:

• Fencing of the Montshiwa Office boundary perimeter measuring approximately 600 meters.
• Supply and installation of galvanised steel posts and panels with specified dimensions and specifications.
• Site clearance, earthworks, and foundation preparation for fence posts.
• Construction of a security control room, including building and electrical works.
• Replacement of existing fencing where applicable.
• Installation procedures ensuring proper alignment, foundation, and finishing.

Technical Requirements

The technical specifications for the fencing and associated works include:

• Use of hot-dip galvanised steel materials, posts, and panels conforming to ISO 1461 standards.
• Posts of 3 meters height above ground, sealed with moisture-proof polymer caps.
• Panels made of double welded mesh, minimum 3 meters wide and 3 meters high, with wire diameter of at least 4mm, galvanised and PVC coated.
• Installation of sharp tooth spikes on top of panels.
• Underground anti-burrow protection with concrete plinths of 300mm x 300mm extending between posts.
• Concrete foundations for posts, minimum 600mm deep, with proper curing and reinforcement.
• Replacement of existing fences with removal and disposal of old materials.
• Construction of a security control room with specified dimensions, waterproofing, electrical, and plumbing works.

Skills Requirements

The tenderer must demonstrate the following skills and experience:

• Company Experience: Proven experience in supply and installation of small aperture fences (clear view fencing or similar) within the last 10 years, with at least 3 completed projects valued at R1,000,000 or more, supported by appointment and completion certificates.
• Key Personnel:
  • Site Foreman: Minimum NQF Level 6 Civil Engineering qualification, with experience in fence installation projects, and a comprehensive CV with references.
  • Safety Officer: Minimum NQF Level 6 Safety Management qualification, with relevant construction safety experience, and a CV with references.
• Plant and Equipment: Availability of essential machinery such as TLB, tipper trucks, water tanker, concrete mixer, LDV, and welding units, with proof of ownership or lease intent.
• Programme Planning: Submission of a detailed project schedule in Gantt chart format demonstrating sequencing and duration of activities.
• Sample of Fence: Submission of a fence sample for technical compliance evaluation, including wire diameter, galvanising, and coating standards.
