Objectives

The primary objective of this tender is to establish a panel of ten (10) electrical contractors (with a minimum CIDB grading of 3EP or higher) to provide services for electrification projects within the City of Polokwane. The contractors will supply, install, commission, and hand over MV & LV infrastructure for new connections, street lighting, and related reticulation works. The aim is to develop a reliable, safe, and efficient electrical network to serve low-cost housing, informal settlements, and other developments, promoting safety and security within the municipality.

Scope

The scope of work includes:

• Surveying and pegging MV and LV routes.
• Digging holes for poles and stay assemblies.
• Planting and grounding poles, including stay and support structures.
• Stringing MV & LV cables (ABC, copper, aluminum) and associated structures.
• Installing transformers, service boxes, and kiosks.
• Constructing and installing overhead and underground distribution lines.
• Provision of security measures, insurance, and risk management.
• Reinstatement of roads, pavements, and disturbed areas.
• Commissioning, testing, and as-built documentation.
• Adherence to relevant standards, safety regulations, and environmental considerations.

Technical Requirements

The technical requirements encompass:

• Use of approved and compliant equipment, materials, and accessories (e.g., cables, insulators, poles, joints, termination kits).
• Design responsibilities for temporary and permanent works, including submission of drawings and calculations.
• Installation standards for cables, poles, structures, and accessories, complying with SABS, Eskom, and City of Polokwane standards.
• Proper excavation, backfilling, and reinstatement procedures with minimum safety and quality standards.
• Provision of safety measures, signage, PPE, and hazard controls in line with Occupational Health & Safety Act and Construction Regulations.
• Implementation of risk assessments, safe work procedures, and emergency response plans.
• Regular inspections, testing, and certification of equipment, cables, and installations.
• Environmental management, including protection of vegetation and proper waste disposal.
• COVID-19 safety protocols, including screening, sanitation, PPE, and awareness signage.

Skills and Competency Requirements

The tender stipulates that bidders must demonstrate:

• CIDB contractor grading of 3EP or higher.
• Proven experience in electrical infrastructure projects, with references and appointment letters.
• Qualified personnel, including registered electricians, site supervisors, safety officers, and engineers, with relevant certificates and CVs.
• Competence in designing, installing, testing, and commissioning MV & LV systems.
• Knowledge of applicable standards (SANS, Eskom, City of Polokwane) and safety regulations.
• Ability to prepare and implement health & safety plans, risk assessments, and emergency procedures.
• Capacity to manage project logistics, including excavation, cable laying, and reinstatement works.
• Provision of adequate PPE, safety signage, and environmental protection measures.
• Financial capacity to undertake projects, evidenced by relevant financial statements and bank ratings.
• Commitment to local employment, training, and affirmative procurement policies.
