Objectives

The primary objective of this tender is to appoint two (2) contractors responsible for plumbing maintenance services across various railway station platforms, buildings, offices, rental properties, and workshops within the South Gauteng Region. The contractors will carry out planned and corrective plumbing maintenance to ensure the proper functioning and safety of infrastructure over a period of 24 months.

Scope

The scope of work includes:

• Performing planned maintenance and corrective repairs on plumbing systems.
• Maintaining building components and infrastructure at multiple sites including railway station platforms, buildings, offices, rental properties, and workshops.
• Carrying out scheduled visits and inspections, completing site visit logs, and recording reasons for visits.
• Providing quality control and ensuring compliance with specifications and legislation.
• Proposing modernization products to upgrade or improve installation reliability and performance, subject to PRASA-RAIL approval.

The contract duration is 24 months, with the possibility of termination due to underperformance or substandard work.

Technical Requirements

The technical requirements include:

• Adherence to relevant standards such as SABS 0400, SANS 10400, and compliance with the OHS Act 85 of 1993 and municipal by-laws.
• Provision of qualified artisans leading maintenance teams, with proof of qualifications available upon request.
• Ability to work on multiple sites simultaneously.
• Estimation of labor and material costs prior to repairs based on a schedule of prices.
• Supply of all materials required for repairs, which must be high standard (SABS approved) and market-related in price.
• Provision of a safety file prior to commencement of work, with an estimated cost of R6000.00.
• Implementation of quality control measures to ensure workmanship meets prescribed standards.
• Response times for statutory and regulatory documentation, emergency callouts, and repairs.

Skills Requirements

The tender mandates:

• Employment of qualified artisans in relevant trades such as plumbing, carpentry, painting, plastering, tiling, etc.
• Provision of experienced team leaders with proof of qualifications.
• Ability to estimate costs accurately and work efficiently across multiple sites.
• Knowledge of statutory safety and quality standards, including occupational health and safety regulations.
• Capability to prepare and submit comprehensive safety files and reports.
• Effective communication and administrative skills for timely submission of quotations, reports, and invoices.
