Objectives

The primary objective of this tender is to procure between 30,000 and 50,000 tons of pelletized coal for a full-scale power station combustion trial at nominated power stations over a period of twenty-four (24) months. Successful tenderers should be capable of producing the specified quantity of coal that meets quality standards, provide resources for plant operation and maintenance, and support the trial's technical requirements.

Scope

The scope of work includes:

• Supply of pelletized/briquette coal ranging from 30,000 to 50,000 tons for power station combustion trials.
• Provision of pelletizing equipment and resources to operate and maintain the plant at the nominated site.
• Ensuring coal quality compliance with specified parameters.
• Delivery of coal to nominated power stations, including transportation components and costs.

Technical Requirements

The technical specifications for the pelletized coal are as follows:

• Calorific Value: 19.5 – 24.1 MJ/kg (Air Dried)
• Ash Content: 22.2 – 32.0% (Air Dried)
• Sulphur Content: 0.4 – 0.9% (Air Dried)
• Volatiles: 21.3 – 28.8% (Air Dried)
• Sizing: Greater than 50mm percentage unspecified but implied as part of quality parameters.
• Coal must be substantially free from impurities and extraneous materials related to proper mining and processing.
• Supply chain must include a clear delivered price showing transportation costs (rate per km/t and per tonne).

Additional technical evaluation criteria include:

• Fines content (minimum 7%) and confirmation of fines status from Phase II.
• Briquette and pellet integrity, water absorption capacity, drying rate, and devolitisation index.
• Capability of the pelletizing/briquetting plant, including production rate and operational status.
• Ability to conduct pilot-scale combustion tests and supply 30-50 kT of pelletized/briquette coal.

Skills and Qualification Requirements

Suppliers must demonstrate:

• Experience in producing pelletized/briquette coal that meets Eskom's minimum coal quality specifications.
• Provision of laboratory reports confirming quality parameters such as water absorption and drying rate.
• Operational capability of pelletizing or briquetting plants, including higher production rates and plant readiness.
• Successful completion of Phase II of ERIC7297, with confirmation that the plant status remains unchanged.
• Ability to supply the required quantities reliably and within the specified quality standards.
