Objectives

Scope

The scope involves executing comprehensive inspections and structural assessments of the specified critical structures affected by aging and operational conditions. The consultant is responsible for:

• Performing detailed visual and non-destructive testing, including surface hardness readings and concrete cover loss assessments.
• Conducting 3D laser scan surveys to measure deformations, settlements, and loading patterns.
• Providing repair scope of work, drawings, and reports based on findings.
• Employing specialized equipment such as drones for inaccessible or elevated areas.
• Adhering to the defined technical and safety standards throughout the assessment process.

Technical Requirements

The technical requirements specify that the consultant must:

• Develop and submit a detailed method statement demonstrating the approach for structural condition assessment, including scope, methodology, resources, and compliance with legislation.
• Provide a list of similar completed projects with verifiable references.
• Ensure the lead structural engineer is registered with ECSA and has relevant experience (minimum two years post-registration).
• Prepare a baseline schedule and project organogram, highlighting key personnel and their qualifications.
• Implement a Quality Control Plan (QCP) and Inspection Test Plan (ITP) aligned with scope and safety standards.
• Use appropriate equipment, including drones, for assessments at heights or inaccessible areas.

Skills Requirements

The tender mandates that the service provider must possess:

• Qualified and registered professional engineers (Pr. Eng.) or technologists (Pr. Tech.) with specialization in structural engineering, with at least two years of relevant post-registration experience.
• Proven experience in structural assessments, inspections, and repairs of power station structures, supported by verifiable references.
• Capability to perform advanced testing and surveying techniques, including 3D laser scanning and non-destructive testing methods.
• Strong project management skills to develop schedules, organograms, and quality plans.
• Competence in using specialized equipment and technology for assessments at heights or restricted access areas.
