Objectives

The primary objectives of this tender are to appoint skilled service providers to conduct meter audits, collect field data, perform testing, upgrade meters, and manage meter change outs and moves within the Limlanga Cluster (Limpopo & Mpumalanga). The aim is to enhance revenue collection, ensure accurate billing, prevent electricity theft, reduce overtime and fatigue-related incidents, improve energy sales, strengthen customer relations, and maintain the health and availability of the network over a period of three years.

Scope

The scope encompasses all activities related to:

• Meter audits and collection of field data for both Prepaid Power User (PPU) and Standard Power User (SPU) meters.
• Testing and upgrading meters, including replacing magnetic meters with smart meters where applicable.
• Change outs and moves of meters across various zones within the Limlanga Cluster.
• Disconnection and reconnection of tampered or bypassed meters, with proper documentation and photographic evidence.
• Data capture using handheld units, performing accuracy tests, and ensuring compliance with Eskom and OEM standards.

The work is to be performed on an “as and when” required basis over a period of 36 months, adhering to relevant standards and procedures.

Technical Requirements

The technical evaluation involves four stages: mandatory requirements, functional requirements, site assessments, and contractual requirements. Key technical criteria include:

• Training: Certificates for key personnel, including Low Voltage Authorization, heights training, and metering training, must be valid and certified. Minimum weight of 40%.
• Tools and Equipment: The contractor must own essential tools and equipment as specified, with no hiring accepted. Minimum weight of 40%.
• Vehicle: A suitable bakkie capable of off-road terrain, with proof of ownership or hire agreement, accounting for 20% of the evaluation.

Suppliers must meet a minimum threshold of 75% in the functional requirements to proceed to subsequent evaluation stages.

Skills Requirements

Contractors must demonstrate the following skills and qualifications:

• Certified personnel with valid training certificates in Low Voltage work, working at heights, and metering (Prepaid, magnetic, conventional).
• Ability to operate handheld data collection units (HHU) for field data capture and meter testing.
• Capability to perform accurate meter audits, disconnections, and reconnections, with proper photographic documentation.
• Ownership or access to suitable vehicles for field operations, capable of handling challenging terrains.
• Compliance with Eskom’s standards and procedures, ensuring quality and safety in all activities.
