Objectives

The primary objective of this tender is to secure the provision of domestic courier services for NTCSA on an 'as and when required' basis for a period of three (3) years. The service aims to facilitate the collection and delivery of items across all NTCSA sites, ensuring efficient, reliable, and secure courier operations aligned with the organization's strategic and operational needs.

Scope

The scope encompasses the provision of comprehensive courier services covering all NTCSA offices nationwide, including:

• Collection and delivery of parcels, documents, and other items to and from NTCSA sites across South Africa.
• Utilization of real-time tracking systems, scanners, vehicle tracking, onboard cameras, and proof of delivery mechanisms.
• Provision of monthly invoices, statements, and supporting documentation such as proof of delivery and incident reports.
• Adherence to specified service levels, safety, health, and environmental standards.
• Compliance with legal, safety, and confidentiality requirements, including handling of dangerous goods and confidential documents.

Technical Requirements

The technical specifications include:

• Implementation of a reliable tracking system with real-time updates and vehicle monitoring.
• Use of secure and tamper-proof proof of delivery methods, including signatures and photographic evidence.
• Provision of electronic and hard copy invoices, with detailed supporting documents.
• Capability to handle dangerous goods and hazardous materials in compliance with applicable laws.
• Adherence to health and safety regulations, including asbestos handling where applicable.
• Provision of a dedicated management strategy, including regular meetings, reporting, and risk management.
• Use of standard contractual templates and documentation aligned with NTCSA standards.

Skills and Skills Requirements

The tenderer must demonstrate:

• Experience in providing similar domestic courier services, with references to substantiate capability.
• Technical expertise in logistics management, real-time tracking, and secure delivery processes.
• Qualified personnel with relevant experience, qualifications, and capacity to manage courier operations.
• Knowledge of health, safety, and environmental regulations, including asbestos management if relevant.
• Ability to comply with legal and confidentiality obligations, including data protection and nondisclosure agreements.
• Capacity to meet the requirements for supplier development, local content, and employment creation as per SDL&I objectives.
• Proficiency in invoicing, reporting, and contract management processes.
