Objectives

The primary objective of this tender is to procure employee transportation services for a period of 7 days to ensure reliable, safe, and compliant transport for employees of Transnet Port Terminals (TPT). The service aims to support punctual employee arrivals and departures across various shifts, including ad-hoc requirements, while adhering to safety, legal, and operational standards.

Scope

The scope includes:

• Provision of transportation services for employees over a 7-day period, with detailed operational requirements for shifts, routes, and employee grouping.
• Support for ad-hoc transportation requests and special requirements.
• Provision of vehicles that are licensed, roadworthy, and compliant with safety standards.
• Implementation of safety, security, and business continuity measures.
• Adherence to designated routes, shift patterns, and operational schedules.
• Provision of driver and vehicle documentation, insurance, and safety protocols.
• Compliance with statutory, legal, and safety regulations applicable to transport services.

Technical Requirements

The technical scope mandates:

• Vehicles must be properly licensed, registered, and roadworthy, designed for passenger transport.
• Vehicles must be fitted with GPS/Tracker systems and communication devices.
• Drivers must hold valid public drivers’ permits, licenses, and have clean criminal records.
• Vehicles and drivers must comply with safety standards, including safety signage, PPE, fire extinguishers, and vehicle inspections.
• Business continuity plans must include contingency labor, strike management, emergency protocols, and strike diaries.
• Insurance coverage must include passenger liability, general liability, and fleet insurance with specified minimums.
• Service providers must operate within designated routes and areas, with adherence to shift patterns and schedules.
• Compliance with all relevant statutory laws, safety regulations, and port security requirements.

Skills and Capabilities Requirements

The bidder must demonstrate:

• Experience in providing employee transportation services, supported by trade references from recent clients.
• Capability to supply a minimum fleet of owned or leased vehicles, including buses, minibuses, and taxis, with proof of ownership or lease agreements.
• Qualified and trained drivers with valid permits, medical fitness, and clean records.
• Operational capacity to provide vehicles and drivers on short notice, including standby resources.
• Ability to develop and maintain safety, health, and emergency response plans, including strike management and business continuity.
• Compliance with all legal, safety, and insurance requirements, including vehicle tracking and communication systems.
• Operational presence within the designated geographic area, with proof of local office or operational base.
