Objectives

The primary objective of this tender is to source a suitable, qualified, and experienced service provider to develop and deliver an online ethics training tool for the South African Civil Aviation Authority (SACAA). The training tool aims to enhance ethical awareness, decision-making, and compliance among SACAA employees, aligning with the organisation’s core values and governance principles. It seeks to foster an ethical organisational culture by providing accessible, interactive, and ongoing training modules that reinforce SACAA’s commitment to integrity, accountability, and ethical conduct.

Scope

The scope of the tender includes:

• Provision of an online ethics training platform that supports SACAA’s organisational requirements.
• The training tool should include at least 12 modules over a 3-year period, covering topics such as conflict of interest, whistleblowing, data privacy, and declaration of corporate items.
• The platform must facilitate engaging learning experiences through case studies, ethical dilemmas, assessments, and multimedia content (audio, PDF, Word, PowerPoint).
• The tool should enable ongoing learning, refresher courses, and certification upon completion of training.
• Integration capabilities with existing SACAA systems such as Microsoft Teams, Outlook, Active Directory, and ECM/SharePoint.
• Ability for administrators to track compliance metrics at departmental and individual levels.
• The training platform should be accessible for a period of 3 years and support flexible learning anytime and anywhere.

Technical Requirements

The online ethics training tool must meet the following technical specifications:

• Support for multimedia content including audio, PDF, Word, and PowerPoint formats.
• Seamless integration with SACAA’s existing systems: Microsoft Teams, Outlook, Active Directory, and ECM/SharePoint.
• Capability to issue certificates upon completion of all modules annually.
• Support for at least 12 modules over 3 years, with the ability to update or add modules as needed.
• User-friendly interface that promotes engagement and knowledge retention.
• Features for tracking compliance and generating reports for monitoring departmental and individual progress.
• Availability for a minimum of 3 years, with reliable performance and security standards.

Skills Requirements

The service provider must demonstrate:

• Experience in developing and implementing online ethics or compliance training solutions, preferably within the public sector or similar regulatory environments.
• Technical expertise in integrating learning platforms with enterprise systems such as Microsoft 365 suite and SharePoint.
• Capability to design interactive, engaging, and accessible training modules that cater to diverse learners.
• Proven track record of delivering scalable and robust e-learning solutions that support compliance tracking and certification.
• Ability to provide ongoing support, updates, and maintenance for the training platform over the contract period.
• Knowledge of data privacy, security standards, and regulatory requirements relevant to online training tools.
